“Overcoming the disruptions caused by the pandemic, particularly in women’s economic empowerment, would require strong and visionary leadership, and a whole of society approach towards inclusive and resilient recovery. We are fortunate to have Prime Minister Sheikh Hasina lead us from the front in this battle against the pandemic” said Ambassador Rabab Fatima, Permanent Representative of Bangladesh to the United Nations in New York while speaking at a side event on “Women’s Economic Empowerment: Good Practices in COVID-19 Response and Recovery” organized as part of the 65th Session of the Commission on the Status of Women.
The event was jointly organized by the Permanent Missions of Bangladesh, El Salvador and Rwanda to the UN and the International Trade Centre. It gathered women entrepreneurs from three cross regional countries who shared their experience of resilient recovery from COVID-19 pandemic. Apart from Bangladesh Ambassador, the Permanent Representative of El Salvador Ambassador Egriselda López and the Permanent Representative of Rwanda Ambassador Valentine Rugwabizapresented various recovery initiatives and stimulus measure announced by their respective governments targeting the women. ITC’s New York representative moderated the panel discussion.
Referring to the compounded economic impacts of the pandemic on women globally,Ambassador Fatima underscored that pandemic response and recovery efforts must take women’s particular vulnerability into account. She also stressed that women must be able to play an equal and effective role in the efforts to help societies build back better.
Ambassador Rabab Fatima stated that, recognizing the disproportionate impact of COVID on women, including those employed in the informal and service sectors, RMG workers and returnee women migrant workers Bangladesh government has announced stimulus packages and targeted support measures.
“We have also announced interest and mortgage free loan for women entrepreneurs, and providing skill development projects in all districts in an effort to support women recover from job and income loss, including through re-skilling trainings, alternative livelihood opportunities, and facilitating their access to digital economy” she added.Ambassador Rabab Fatima acknowledged the role and contribution of our private sector, civil society and media in this regard.
Ms. Kohinoor Yeasmin, CEO of Tarango, participated in the event as a panelist and shared how her organization sustained its business despite COVID19 pandemic and lock down through home-based production and digital marketing. She also recognized how the government funded financial packages helped her pay the salaries to the workers during the lock-down.
The virtual event was attended by a large number of participants from all three regions.

জাতিসংঘে নিযুক্ত বাংলাদেশ, রুয়ান্ডা ও এলসাল ভেদর মিশন এবং ইন্টারন্যাশনাল ট্রেড সেন্টার যৌথভাবে ইভেন্টটির আয়োজন করে।তিনটি আঞ্চলিক গ্রুপ থেকে নারী উদ্যোক্তাগণ অনুষ্ঠানটিতে অংশগ্রহণ করেন। তাঁরা কীভাবে কোভিড-১৯ অতিমারি মোকাবিলা করে ঘুরে দাঁড়িয়েছে সে অভিজ্ঞতা তুলে ধরেন। বাংলাদেশের স্থায়ী প্রতিনিধি ছাড়াও এলসালভেদরের স্থায়ী প্রতিনিধি এগ্রিসেল্ডা লোপেজ এবং রুয়ান্ডার স্থায়ী প্রতিনিধি ভ্যালেন্টাইন রুগওয়াবিজা ইভেন্টটিতে বক্তব্য রাখেন। তাঁরা নারীদের জন্য স্ব স্ব দেশের সরকার গৃহীত কোভিড-পুনরুদ্ধার ও প্রণোদনা পদক্ষেপসমূহ তুলে ধরেন। ইন্টারন্যাশনাল ট্রেড সেন্টার এর নিউইয়র্ক প্রতিনিধি প্যানেল আলোচনা পর্বটি সঞ্চালনা করেন।
বিশ্বব্যাপী নারীদের উপর কোভিড অতিমারির তীব্র অর্থনৈতিক প্রভাবের কথা উল্লেখ করে রাষ্ট্রদূত ফাতিমা বলেন, কোভিড অতিমারির সাড়াদান ও পুনরুদ্ধার প্রচেষ্টাসমূহে অবশ্যই নাজুক পরিস্থিতিতে পতিত নারীদেরকে বিবেচনায় নিতে হবে। সমাজকে কোভিডপূর্ব অবস্থার থেকেও ভালো অবস্থায় ফিরিয়ে নিতে নারীরা যাতে সমান ও কার্যকর ভূমিকা পালন করতে পারে তা এসকল প্রচেষ্টায় থাকতে হবে মর্মেও জোর দেন রাষ্ট্রদূত ফাতিমা।
বাংলাদেশের স্থায়ী প্রতিনিধি বলেন, অনানুষ্ঠানিক খাত ও বিভিন্ন সেবা খাতে নিয়োজিত নারী কর্মী এবং তৈরি পোশাক শিল্প ও বিদেশ থেকে প্রত্যাবাসিত অভিবাসী নারী কর্মীসহ সকল নারীদের উপর কোভিড-১৯ এর ভিন্ন ভিন্ন মাত্রার প্রভাব বিবেচনায় নিয়ে বাংলাদেশ সরকার প্রণোদনা প্যাকেজ ও সুনির্দিষ্ট সহায়তা ব্যবস্থা ঘোষণা করেছে।
তিনি আরও বলেন, নারীদের আয় ও চাকুরি হারানোর ক্ষতি পুষিয়ে দিতে বাংলাদেশ সরকার সকল জেলায় নারী উদ্যোক্তাদের জন্য সুদ ও জামানত বিহীন ঋণ, পূন:দক্ষতায়ন প্রশিক্ষণসহ দক্ষতা উন্নয়ন কর্মসূচি, বিকল্প কর্মসংস্থানের সুযোগ এবং ডিজিটাল অর্থনীতিতে নারীদের প্রবেশের সুযোগ সৃষ্টি করেছে। এক্ষেত্রে দেশের বেসরকারি খাত, সিভিল সোসাইটি, গণমাধ্যমের ইতিবাচক ভূমিকা ও অবদানের কথা তুলে ধরেন রাষ্ট্রদূত ফাতিমা।
ইভেন্টটিতে বাংলাদেশ থেকে অংশগ্রহণ করেন নারী উদ্যোক্তা এবং তরঙ্গ-এর প্রধান নির্বাহী কোহিনুর ইয়াসমিন। কীভাবে তাঁর সংস্থা কোভিড অতিমারি ও লগডাউন সত্ত্বেও বাড়িতে উৎপাদিত পণ্য এবং ডিজিটাল বিপনন ব্যবস্থার মাধ্যমে ব্যবসা টিকিয়ে রাখতে পেরেছে তা তুলে ধরেন তিনি। লগডাউনের মধ্যে কর্মীদের বেতন দিতে সরকার প্রদত্ত আর্থিক প্যাকেজসমূহ কীভাবে তাঁকে সাহায্য করেছে তাও উল্লেখ করেন মিজ্ কোহিনুর।
তিনটি আঞ্চলিক গ্রুপের বিভিন্ন দেশ থেকে বিভিন্ন পর্যায়ের বিপুল সংখ্যক নারী উদ্যোক্তা ও প্রতিনিধি অনুষ্ঠানটিতে অংশগ্রহণ করেন।
