“Following the footprint of the Father of the Nation Bangabandhu Sheikh Mujibur Rahman, Bangladesh has made significant strides in advancing women empowerment in many areas including in the field of technology use under the visionary leadership of the Prime Minister Sheikh Hasina”- Women and Children Affairs State Minister Fazilatun Nessa Indira was quoted as saying at a Ministerial Roundtable in the United Nations today. She is attending the 67th Session of the Commission on the Status of Women (CSW67) at the United Nations Headquarters in New York.
Stating various policy initiatives of Bangladesh, State Minister Indira shared with the Ministerial delegations of other countries that after successful “Digital Bangladesh” campaign, Prime Minister Sheikh Hasina has launched the ‘Smart Bangladesh’ campaign, where the entire economy of Bangladesh will be operated with the support of technology. Women will have equal opportunities to engage themselves in this technology-driven development journey of Bangladesh, she further added.
In her remarks, the State Minister highlighted that over 5000 digital Centers have been established across the country where 50% service providers are women. She also shared other best practices in which women were given priority such as the receipt of salary by RMG workers – 80% of whom are women, through mobile services; empowerment of around 10.25 million of rural women across the country through ICT based signature project “Info Lady”; introduction of a mobile app named ‘Joy’ and the two 24 hours national hotlines109 and 999 to prevent and protect women from violence and sexual harassment. These good practices were highly applauded by the international community.
Referring to the target of Bangladesh to increase women’s participation in ICT to 30 percent by 2030 and 50 percent participation by 2041, the State Minister sought support and cooperation from United Nations and development partners to achieve these goals.
Prior to the Ministerial Roundtable, the State Minister attended a high-level event on “Getting it Right from the Start: Empowering Women in Green STEM through the Education Pipeline” organized by the Permanent Mission of Australia and a Ministerial breakfast arranged by the World Bank Group. Earlier on 06 March, she met Prime Minister of Iceland Katrín Jakobsdóttir and President of Swiss Federation Alain Berset at receptions hosted by the Permanent Mission of Iceland and Switzerland for the visiting Ministers.
The Commission on the Status of Women (CSW) is the principal global intergovernmental body of the United Nations exclusively dedicated to the promotion of gender equality and the empowerment of women. The current session of the Commission started on 06 March and will continue till 17 March 2023.

প্রযুক্তি ব্যবহারের মাধ্যমে নারীর ক্ষমতায়নে বাংলাদেশের বিভিন্ন নীতিমালা ও উদ্যোগের কথা উল্লেখ করে প্রতিমন্ত্রী বলেন, “ডিজিটাল বাংলাদেশ” সফলভাবে সম্পন্ন করার পর প্রধানমন্ত্রী শেখ হাসিনা ‘স্মার্ট বাংলাদেশ’ অভিযাত্রা শুরু করেন। এই নতুন অভিযানের আওতায় প্রযুক্তির সমর্থনে পরিচালিত হবে বাংলাদেশের সকল অর্থনৈতিক কর্মকান্ড। তিনি আরো বলেন, বাংলাদেশের এই প্রযুক্তি-নির্ভর উন্নয়ন অগ্রযাত্রায় নারীরা নিজেদেরকে সম্পৃক্ত করার সমান সুযোগ পাবে যা তাদেরকে বাংলাদেশের আর্থ-সামাজিক উন্নয়নে গুরুত্বপূর্ণ অবদান রাখতে সহায়তা করবে।
প্রতিমন্ত্রী তার বক্তব্যে তুলে ধরেন যে, সারা দেশে প্রায় ৫০০০ ডিজিটাল সেন্টার প্রতিষ্ঠিত হয়েছে যেখানে অর্ধেকেরও বেশি নারী কর্মী নিয়োজিত রয়েছে। তিনি বাংলাদেশের অন্যান্য উত্তম অনুশীলনের উদাহরণও সদস্য রাষ্ট্রসমূহের সামনে তুলে ধরেন। তিনি বলেন যে, বাংলাদেশের পোশাক খাতে কর্মরত শ্রমিকের ৮০ শতাংশের বেশি নারী যারা মোবাইলের মাধ্যমে তাদের মাসিক বেতন পেয়ে থাকেন। বর্তমান সরকার আরেকটি প্রযুক্তি ভিত্তিক প্রকল্প “ইনফো লেডি” চালু করেছে যার মাধ্যমে সারা দেশের প্রায় ১০.২৫ মিলিয়ন গ্রামীণ নারীর ক্ষমতায়ন সম্ভব হয়েছে। তাছাড়া, নারীদের সহিংসতা ও যৌন হয়রানি প্রতিরোধ ও সুরক্ষার জন্য ‘জয়’ নামে একটি মোবাইল অ্যাপ চালু করা হয়েছে এবং দুটি সার্বক্ষণিক হটলাইন সার্ভিস ১০৯ এবং ৯৯৯ প্রবর্তন করা হয়েছে। প্রতিমন্ত্রীর বক্তব্যে উঠে আসা এই উত্তম অনুশীলনগুলি আন্তর্জাতিক সম্প্রদায় কর্তৃক অত্যন্ত গভীরভাবে প্রশংসিত হয়েছে।
বাংলাদেশ সরকার ২০৩০ সালের মধ্যে আইসিটিতে নারীর অংশগ্রহণ ৩০ শতাংশ এবং ২০৪১ সালের মধ্যে ৫০ শতাংশে উন্নীত করার লক্ষ্যমাত্রা প্রণয়ন করেছে। সরকারের এই লক্ষমাত্রার কথা উল্লেখ করে প্রতিমন্ত্রী এসব লক্ষ্য অর্জনে জাতিসংঘ ও উন্নয়ন সহযোগীদের সহায়তা ও অংশীদারিত্ব কামনা করেন।
মন্ত্রী পর্যায়ের গোলটেবিল বৈঠকের আগে প্রতিমন্ত্রী অস্ট্রেলিয়ার স্থায়ী মিশনের উদ্যোগে আয়োজিত “Getting it Right from the Start: Empowering Women in Green STEM through the Education Pipeline” শীর্ষক উচ্চ পর্যায়ের সভায় অংশগ্রহণ করেন। তাছাড়া সকালে তিনি বিশ্বব্যাংক গ্রুপ কর্তৃক আয়োজিত এক মন্ত্রী পর্যায়ের প্রাত:রাশ সভায় অংশ গ্রহণ করেন। বিগত ০৬ মার্চ তিনি সফররত মন্ত্রীদের জন্য আইসল্যান্ড ও সুইজারল্যান্ডের স্থায়ী মিশন কর্তৃক আয়োজিত অনুষ্ঠানে আইসল্যান্ডের প্রধানমন্ত্রী ক্যাটরিন জ্যাকবসডোত্তির (Katrín Jakobsdóttir) এবং সুইস ফেডারেশনের প্রেসিডেন্ট অ্যালেন বারসেটের (Alain Berset) সাথে সাক্ষাr করেন।
কমিশন অন দ্য স্ট্যাটাস অফ উইমেন (CSW) হল জাতিসংঘের প্রধান বৈশ্বিক আন্তঃসরকারি সংস্থা যা লিঙ্গ সমতা এবং নারীর ক্ষমতায়নের জন্য বিশেষভাবে কাজ করে থাকে। এই কমিশনের ৬৭তম চলতি অধিবেশন বিগত ০৬ মার্চ শুরু হয়েছে এবং আগামী ১৭ মার্চ পর্যন্ত চলবে।
