“The vast and unexplored resource frontiers of the seabed have the potentials to bring transformative changes in the lives and livelihoods of billions of people including Bangladesh. As such, we need enhanced cooperation from the International Seabed Authority (ISA) in the field of marine scientific research, capacity building and access to marine technology to reap the full benefit of seabed resources”-said Ambassador Rabab Fatima, Permanent Representative of Bangladesh to the United Nations in New York while speaking at the Assembly of the 26th Annual Session of ISA today in Kingston, Jamaica.
Referring to Prime Minister Sheikh Hasina’s vision to transform Bangladesh into a developed country by 2041, she also stressed on the need to ensure equitable share of the financial benefit of seabed resources from ISA and facilitate public-private sector investment of Bangladesh in this area to fast-pace our development journey.
The Permanent Representative underscored the importance of the protection of the marine environment while exploring minerals from the seabed. On that note, she shared with the Assembly about Maritime Zones Law of Bangladesh enacted recently for the efficient utilization, conservation, and protection of marine environment and its resources.
The Assembly is the supreme decision-making body of the ISA. Its 26th Annual Session is being held from 13-15 December 2021 in Kingston, Jamaica. Ambassador Fatima, also the Permanent Representative of Bangladesh to the ISA, attended this meeting at the invitation of its Secretary-General Mr. Michael W. Lodge. The Meeting was attended by a significant number of Ambassadors and Permanent Representatives of the States Parties. It may be mentioned that Rear Admiral (Retd.) Md. Khurshed Alam, BN, Secretary of the Maritime Affairs Unit of the Ministry of Foreign Affairs is also serving as the current President of the Council of the ISA.

“সমুদ্র তলদেশের বিস্তীর্ণ এবং অনাবিষ্কৃত সম্পদের রয়েছে অপার সম্ভাবনা, যা বাংলাদেশসহ কোটি কোটি মানুষের জীবন ও জীবিকায় রুপান্তরধর্মী পরিবর্তন আনতে পারে। গভীর সমুদ্রে বৈজ্ঞানিক গবেষণা, সক্ষমতা বিনির্মাণ ও সংশ্লিষ্ট প্রযুক্তিতে প্রবেশের ক্ষেত্রে বাংলাদেশের আন্তর্জাতিক সমুদ্র তলদেশ কর্তৃপক্ষের (আইএসএ) কাছ থেকে বর্ধিত সহযোগিতার প্রয়োজন যাতে সমুদ্রতলের সম্পদের পূর্ণ সুবিধা আমরা ঘরে তুলতে পারি–আজ ক্যারিবিয়ান দেশ জ্যামাইকার রাজধানী কিংস্টনে অবস্থিত আইএসএ-এর ২৬তম বার্ষিক অধিবেশনে প্রদত্ত বক্তব্যে একথা বলেন আইএসএ এবং জাতিসংঘে নিযুক্ত বাংলাদেশের স্থায়ী প্রতিনিধি রাষ্ট্রদূত রাবাব ফাতিমা।
প্রদত্ত বক্তব্যে বাংলাদেশকে একটি উন্নত-সমৃদ্ধ দেশে পরিণত করার লক্ষ্যে প্রধানমন্ত্রী শেখ হাসিনা গৃহীত রূপকল্প ২০৪১ এর কথা তুলে ধরেন রাষ্ট্রদূত ফাতিমা। রুপকল্প ২০৪১ এর অগ্রযাত্রাকে আরও গতিশীল করতে সমুদ্র তলদেশের সম্পদ থেকে প্রাপ্ত আর্থিক সুবিধার ন্যায়সঙ্গত অংশীদারিত্ব নিশ্চিত করা এবং সমুদ্র তলদেশে বাংলাদেশের সরকারি-বেসরকারি খাতের বিনিয়োগকে সহজতর করার উপর জোর দেন তিনি।
স্থায়ী প্রতিনিধি সমুদ্র তলদেশ থেকে খনিজ অন্বেষণ করার সময় সামুদ্রিক পরিবেশ সুরক্ষার উপরও জোর দেন। এক্ষেত্রে তিনি সামুদ্রিক পরিবেশ এবং এর সম্পদের কার্যকর ব্যবহার, সংরক্ষণ ও সুরক্ষার জন্য সম্প্রতি প্রণীত ‘বাংলাদেশ মেরিটাইম জোনস্ আইন’ এর বিষয়টি অধিবেশনে তুলে ধরেন।
বার্ষিক এই অধিবেশন হচ্ছে আইএসএ-এর সর্বোচ্চ সিদ্ধান্ত গ্রহণকারী অঙ্গ। কিংস্টনে ১৩ ডিসেম্বর আইএসএ-এর ২৬তম বার্ষিক অধিবেশন শুরু হয়েছে যা ১৫ ডিসেম্বর শেষ হবে। রাষ্ট্রদূত রাবাব ফাতিমা আইএসএ-এর মহাসচিব মাইকেল ডব্লিউ লজের আমন্ত্রণে এ অধিবেশনে যোগ দেন। তিন দিন ব্যাপী অনুষ্ঠিত এই অধিবেশনে সংস্থাটির সদস্য দেশসমূহের উল্লেখযোগ্য সংখ্যক স্থায়ী প্রতিনিধি ও প্রতিনিধিগণ অংশগ্রহণ করেন। উল্লেখ্য, পররাষ্ট্র মন্ত্রণালয়ের মেরিটাইম অ্যাফেয়ার্স ইউনিট এর সচিব রিয়ার অ্যাডমিরাল (অব:) মো: খুরশেদ আলম বর্তমানে আইএসএ কাউন্সিলের সভাপতির দায়িত্ব পালন করছেন।
