Statement by H.E. Mr. Muhammad Abdul Muhith, Ambassador and Permanent Representative of Bangladesh to the United Nations in New York, on behalf of NAM, in its capacity as coordinator of the NAM Caucus in the Peacebuilding Commission (PBC), after the consideration of the draft resolution on Peacebuilding Financing, Thursday, 08 September 2022, 3 pm

Mr. President,

I have the honor to deliver this statement on behalf of the Non-Aligned Movement.

NAM wishes to express its sincere appreciation and congratulations to the co-facilitators, Ambassador Martin Kimani and Ambassador Anna Karin Enestrom, for their successful steering of the intergovernmental consultations on financing for peacebuilding and presenting the draft resolution for adoption today.

We would also like to thank all delegations for their constructive engagement, flexibility and accommodation, which resulted in a consensus outcome of this important intergovernmental process.  My special thanks to all our experts for their sincere and tireless efforts in the entire process.

Mr. President,

The resolution adopted today is of important significance. It further advances the ongoing efforts to address the existing gaps in the peacebuilding financing and to ensure adequate, predictable and sustained financing for peacebuilding. We are pleased to see a balanced text in the resolution which will strengthen the peacebuilding architecture of the United Nations as transformed through successive twin resolutions on peacebuilding and sustaining peace and also emphasizes on the accountability and oversight of funds.

 

Mr. President,

We are encouraged to see that the resolution recognizes the need to consider all options for financing for peacebuilding while ensuring synergies among all the stakeholders and widening the donor base for peacebuilding financing, while taking into account national peacebuilding priorities. We also appreciate the recognition of non-monetary contributions and innovative funding in peacebuilding, role of south-south and triangular cooperation, public and private financing for peacebuilding, cooperation between UN and the IFIs and role of other UN funds in addition to the Peacebuilding Fund.

NAM appreciates the emphasis on the role of women and youth in peacebuilding and sustaining peace.  We also welcome the resolution for underlining the critical contribution of peacekeeping operations and Special Political Missions to this endeavour through peacebuilding activities in their respective areas of operations.

NAM believes this resolution can be a good basis for the Fifth Committee to continue its discussion on peacebuilding financing. NAM countries would engage in those negotiations constructively to realize the objectives set forth by this resolution.

Finally, I reiterate NAM’s full commitment to peacebuilding and sustaining peace including through stronger focus on national ownership and express our pledge to continue advocating for adequate, predictable and sustained financing for peacebuilding,
