Delegations of the U.S. Army War College visits the Permanent Mission of Bangladesh.

New York, 21 October 2022: 

On 21st October 2022, a U.S. Army War College delegation comprising of 26 members visited the Permanent Mission of Bangladesh to the United Nations. The U.S. Army War College has been visiting Bangladesh Mission every year in recent times to learn about our experiences in the field of peace operation. This partnership comes as recognition of Bangladesh’s remarkable contribution to UN peace operations and the reputation and professionalism of Bangladeshi peacekeepers. A senior officer of Bangladesh Army undergoing training in the War College was a part of this delegation.

The Permanent Representative (PR) of Bangladesh to the UN, Ambassador Muhammad A. Muhith, welcomed the delegation to the mission. In his welcome address, the PR focused on Bangladesh’s important contribution to UN peacekeeping operations as the topmost troops and police-contributing country and discussed about Bangladesh’s engagements in maintaining international peace & security, sustaining peace and peacebuilding discourses at the UN. The PR highlighted the visionary leadership of Prime Minister Sheikh Hasina in the graduation of Bangladesh from the LDC category. He also mentioned Bangladesh’s leadership in adopting two resolutions titled `Culture of Peace’ and `Women, Peace and Security’ at the United Nations. He also mentioned few other resolutions which were introduced by Bangladesh, such as Vision Impairment, Prevention of Drowning, Natural Plants Fibers and Doha Programme of Action (DPOA). In his speech, he stated that Bangladesh is now serving as the chair of the Peace Building Commission, the President of the UN Women Executive Board and recently Bangladesh was elected as the member of the UN Human Rights Council saecuring highest votes from the Asia-Pacific Group. Ambassador Muhith also highlighted the leadership of Prime Minister Sheikh Hasina in combating the Covid-19 pandemic in Bangladesh. The PR also discussed Bangladesh’s various initiatives at the UN to resolve the Rohigya Crisis. He recognized that the multidimensional cooperation between the militaries of Bangladesh and the United States is increasing day by day.

Defense Advisor (DA) of Bangladesh Permanent Mission Brigadier General Md Sadequzzaman briefed the delegation about Bangladesh’s engagement in the UN peacekeeping operations and the dedicated role played by the Bangladeshi peacekeepers. He said, “Bangladesh was always at the forefront of United Nations peacekeeping operations. The participation of all branches of military forces including the Bangladesh Army, Navy, Air Force, and Police in peace keeping operation is rare in the world. So far, 1,81,661 Bangladeshi peacekeepers have participated in 56 UN peacekeeping missions. Currently, there are 7144 Bangladeshi peacekeepers deployed in 09 different missions. As many as 165 peacekeepers lost their lives in the line of duty while 258 have been injured”. The DA also mentioned that there are currently 542 women peacekeepers deployed in the peacekeeping missions. At present, Bangladesh Police has a female Formed Police Unit (FPU) in the mission. He also portrayed Bangladesh’s success stories in bringing peace to various war-ravaged parts of the world for more than three decades.

The US Army War College delegation applauded the Bangladesh Mission for the valuable exchange of information, excellent arrangement, and warm hospitality. The Permanent Representative thanked the U.S. Army War College delegation for choosing Bangladesh Permanent Mission for their visit.

আজ ২১ অক্টোবর ২০২২ যুক্তরাষ্ট্র আর্মি ওয়ার কলেজের ২৬ সদস্যের একটি প্রতিনিধিদল জাতিসংঘে বাংলাদেশ স্থায়ী মিশন পরিদর্শন করেন। জাতিসংঘ শান্তিরক্ষা কার্যক্রমে বাংলাদেশের অব্যাহত অগ্রযাত্রা এবং বাংলাদেশী শান্তিরক্ষীদের সুনামের প্রেক্ষিতে পারস্পরিক অভিজ্ঞতা বিনিময়ের অংশ হিসেবে প্রতিবছরই ইউএস আর্মি ওয়ার কলেজের প্রতিনিধিদল বাংলাদেশ মিশন পরিদর্শনে আসেন। ২৬ সদস্যের এই ডেলিগেশনে ঐ কলেজে প্রশিক্ষণরত বাংলাদেশ সেনাবাহিনীর একজন উচ্চপদস্থ কর্মকর্তাও রয়েছেন।

আর্মি ওয়ার কলেজের প্রতিনিধিদলকে মিশনে স্বাগত জানান জাতিসংঘে বাংলাদেশের স্থায়ী প্রতিনিধি ও রাষ্ট্রদূত মুহাম্মদ আবদুল মুহিত। স্বাগত বক্তব্যে তিনি শীর্ষ শান্তিরক্ষী প্রেরণকারী দেশ হিসেবে জাতিসংঘের শান্তিরক্ষা কার্যক্রমে বাংলাদেশের ব্যাপক অবদান এবং জাতিসংঘের শান্তি ও নিরাপত্তা রক্ষা, টেকসই শান্তি ও পিস্‌বিল্ডিং কার্যক্রমে বাংলাদেশের নিবিড় অংশগ্রহণের কথা তুলে ধরেন। এলডিসি ক্যাটেগরি থেকে বাংলাদেশের উত্তরণে প্রধানমন্ত্রী শেখ হাসিনার দূরদর্শী নেতৃত্বের কথা তুলে ধরেন স্থায়ী প্রতিনিধি। জাতিসংঘে ‘শান্তির সংস্কৃতি’ এবং ‘নারী, শান্তি ও নিরাপত্তা’ শীর্ষক রেজুলেশন দুটি গৃহীত হওয়ার ক্ষেত্রে বাংলাদেশের নেতৃত্বের কথাও উল্লেখ করেন তিনি। এছাড়া বাংলাদেশ উত্থাপিত অন্যান্য রেজুলেশন যেমন: অন্ধত্ব প্রতিরোধ, ডুবেমৃত্যু রোধ, প্রাকৃতিক তন্তু পাট, এবং দোহা প্রোগ্রাম অব অ্যাকশন এর কথা উল্লেখ করেন তিনি। প্রদত্ত বক্তব্যে তিনি জানান বর্তমানে বাংলাদেশ পিস্‌বিল্ডিং কমিশনের চেয়ার, এবং ইউএন উইমেন এক্সিকিউটিভ বোর্ডের প্রেসিডেন্ট হিসেবে দায়িত্ব পালন করছে। এশিয়া প্যাসিফিক গ্রুপ থেকে সর্বোচ্চ ভোট পেয়ে জাতিসংঘ মানবাধিকার কাউন্সিল এর সদস্য হিসেবে বাংলাদেশ নির্বাচিত হয়েছে মর্মেও উল্লেখ করেন তিনি। বাংলাদেশে কোভিড-১৯ অতিমারি মোকাবিলায় প্রধানমন্ত্রী শেখ হাসিনার নেতৃত্বের কথা তুলে ধরেন রাষ্ট্রদূত মুহিত। রোহিঙ্গা সমস্যার সমাধানে বাংলাদেশ জাতিসংঘে যে সকল পদক্ষেপ গ্রহণ করে যাচ্ছে তা উল্লেখ করেন তিনি। বাংলাদেশ ও যুক্তরাষ্ট্রের সামরিক বাহিনীর মধ্যে বহুমূখী সহযোগিতা দিন দিন আরও বৃদ্ধি পাচ্ছে মর্মে তিনি তাঁর স্বাগত ভাষণে উল্লেখ করেন বাংলাদেশের স্থায়ী প্রতিনিধি।

বাংলাদেশ স্থায়ী মিশনের ডিফেন্স অ্যাডভাইজর ব্রিগেডিয়ার জেনারেল মো: ছাদেকুজ্জামান জাতিসংঘ শান্তিরক্ষা কার্যক্রমে বাংলাদেশের শান্তিরক্ষীদের ভূমিকা ও বিভিন্ন পদক্ষেপের কথা তুলে ধরেন। তিনি বলেন, “জাতিসংঘ শান্তিরক্ষা কার্যক্রমে বাংলাদেশ সর্বোচ্চ শান্তিরক্ষী প্রেরণকারী দেশ। শান্তিরক্ষা কার্যক্রমে বাংলাদেশ সেনা, নৌ, বিমান ও পুলিশ বাহিনীসহ সকল বাহিনীর অংশগ্রহণ বিশ্বে প্রায় বিরল ঘটনা। এ পর্যন্ত বাংলাদেশের ১ লাখ ৮১ হাজার ৬৬১ জন শান্তিরক্ষী জাতিসংঘের ৫৬টি পিস কিপিং মিশনে অংশ নিয়েছেন।  আর বর্তমানে ০৯ টি মিশনে নিয়োজিত রয়েছেন ৭ হাজার ১৪৪ জন বাংলাদেশী শান্তিরক্ষী। দায়িত্ব পালনরত অবস্থায় এ পর্যন্ত শহীদ হয়েছেন ১৬৫ জন আর আহত হয়েছেন ২৫৮ জন”। এছাড়া তিনি জানান, শান্তিরক্ষী মিশনে বর্তমানে ৫৪২ জন নারী শান্তিরক্ষী রয়েছেন যার মধ্যে বাংলাদেশ পুলিশের একটি নারী কন্টিনজেন্ট রয়েছে।  প্রদত্ত বক্তব্যে বিগত তিন দশকেরও বেশি সময়ে জাতিসংঘ শান্তিরক্ষা কার্যক্রমে বাংলাদেশের সাফল্যমন্ডিত অগ্রযাত্রার বিভিন্ন দিকগুলোর কথা তুলে ধরেন ডিফেন্স অ্যাডভাইজর।

তথ্য-সমৃদ্ধ এই চমৎকার আয়োজন ও আতিথেয়তার জন্য ইউএস আর্মি ওয়ার কলেজের প্রতিনিধিদল বাংলাদেশ মিশনকে ধন্যবাদ জানান। পরিদর্শনের জন্য বাংলাদেশ মিশনকে নির্বাচিত করায় স্থায়ী প্রতিনিধি ইউএস আর্মি ওয়ার কলেজের প্রতিনিধিদলকেও ধন্যবাদ জানান।
