Foreign Minister Momen urges UN Special Envoy to enhance her engagements to address the root causes of Rohingya crisis

New York, 21 March 2023:

Foreign Minister Dr. A K Abdul Momen M.P., urged the Special Envoy of the Secretary General on Myanmar Noeleen Heyzer to increase her engagements with Myanmar authorities as well as others stakeholders in improving the conditions in Rakhine so that the Rohingyas can return to their homes without delay. He particularly emphasized on addressing root causes of the crisis which lie in Myanmar. The Foreign Minister said this during a bilateral meeting with the Special Envoy held today at the Permanent Mission of Bangladesh to the UN in New York.

Referring to the resolutions adopted by the General Assembly and the Security Council on Myanmar, Minister Momen called upon the Special Envoy to continue taking a multi-pronged approach and remain engaged with all global and regional actors including ASEAN leadership, with a view to fostering lasting peace in Myanmar.

Highlighting the various humanitarian initiatives and skill development programs undertaken by the Government of Bangladesh at the temporary shelter of Rohingya at Cox’s Bazaar and Bhashan Char including the introduction of Myanmar curriculum-based education in those camps, Momen urged the Special Envoy to mobilize adequate funding from the international community to provide for the Rohingyas especially in meeting their most urgent needs, such as, food and shelter. “If given opportunities, the Rohingya people can be important members of Myanmar society and contribute in their socio-economic prosperity”, added the Minister.

Foreign Minister underscored the urgent need for the unity and concerted efforts of the international community to resolve the Rohingya crisis in all its dimensions, in the true spirit of responsibility and burden sharing. He acknowledged with deep appreciation the important mandate and role of the Special Envoy and assured her of Bangladesh’s full support. In return, Special Envoy reassured the Foreign Minister to work closely with Bangladesh in securing a lasting solution of the Rohingya crisis.

Later today, the Foreign Minister met with King Willem-Alexander of the Kingdom of the Netherlands and Emomali Rahmon, President of the Republic of Tajikistan at a high-level working dinner hosted by Netherlands and Tajikistan as the co-hosts of the Water Conference.

The Foreign Minister is leading the Bangladesh delegation to the UN 2023 Water Conference in New York from 22 to 24 March.

পররাষ্ট্রমন্ত্রী ড. এ. কে. আব্দুল মোমেন এম.পি., জাতিসংঘ মহাসচিবের মিয়ানমার বিষয়ক বিশেষ দূত নোলিন হেজারকে রাখাইনে রোহিঙ্গা পরিস্থিতির উন্নয়নে মিয়ানমার কর্তৃপক্ষের পাশাপাশি অন্যান্য সকল অংশীদারদের সাথে তার সম্পৃক্ততা আরো বাড়ানোর অনুরোধ করেন। তিনি বিশেষ করে রোহিঙ্গা সঙ্কটের মূল কারণগুলো চিহ্নিত করে তা দ্রুত সমাধানের ওপর জোর প্রদান করেন। আজ নিউইয়র্কে জাতিসংঘে বাংলাদেশের স্থায়ী মিশনে বিশেষ দূতের সঙ্গে অনুষ্ঠিত একটি দ্বিপাক্ষিক বৈঠকে এ কথা বলেন পররাষ্ট্র মন্ত্রী।

রোহিঙ্গা বিষয়ে সাধারণ পরিষদ এবং নিরাপত্তা পরিষদে গৃহীত বিভিন্ন রেজুলেশনের প্রসঙ্গ উল্লেখ করে পররাষ্ট্র মন্ত্রী বিশেষ দূতকে রোহিঙ্গাদেরকে তাদের নিজ মাতৃভূমি মিয়ানমারে দ্রুত প্রত্যাবাসন প্রক্রিয়া ত্বরান্বিত করার লক্ষ্যে বহুমুখী কূটনৈতিক প্রচেষ্টা অব্যাহত রাখতে এবং আসিয়ান নেতৃত্বসহ সকল বৈশ্বিক ও আঞ্চলিক নেতাদের সাথে ‌আরো সম্পৃক্ত থাকার আহ্বান জানান। এ প্রসঙ্গে তিনি আরো বলেন, “সুযোগ দেওয়া হলে রোহিঙ্গারা মিয়ানমারের সমাজের গুরুত্বপূর্ণ সদস্য হতে পারে এবং তাদের আর্থ-সামাজিক সমৃদ্ধিতে অবদান রাখতে পারে”।

কক্সবাজার ও ভাসানচরে অবস্থিত অস্থায়ী ক্যাম্পে মিয়ানমারের পাঠ্যক্রমভিত্তিক শিক্ষা কার্যক্রম প্রবর্তনসহ রোহিঙ্গাদের জন্য বাংলাদেশ সরকার কর্তৃক গৃহীত বিভিন্ন মানবিক উদ্যোগ ও দক্ষতা উন্নয়ন কর্মসূচীসমূহের কথা তুলে ধরেন পররাষ্ট্র মন্ত্রী। এ প্রেক্ষিতে তিনি বিশেষ দূতকে রোহিঙ্গাদের জন্য তাদের সবচেয়ে জরুরী চাহিদা যেমন, খাদ্য, শিক্ষা, আশ্রয় ও স্বাস্থ্যসেবা মেটাতে আন্তর্জাতিক সম্প্রদায়ের কাছ থেকে পর্যাপ্ত তহবিল সংগ্রহ করতে কাজ করার আহ্বান জানান।

দ্বিপাক্ষিক বৈঠকের সময় পররাষ্ট্রমন্ত্রী ‘রেসপনসিবিলিটি অ্যান্ড বার্ডেন শেয়ারিং’ নীতির আওতায় জাতিসংঘের সদস্য দেশসমূহ যাতে বাংলাদেশে মানবিক আশ্রয়ে থাকা রোহিঙ্গাদের মানবিক সহায়তা অব্যাহত রাখে, সে বিষয়ে আন্তর্জাতিক সম্প্রদায়ের ঐক্য ও সমন্বিত প্রচেষ্টার ওপর গুরত্বারোপ করেন। তিনি বিশেষ দূতের গুরুত্বপূর্ণ দায়িত্ব ও ভূমিকা গভীর কৃতজ্ঞতার সাথে স্বীকার করেন এবং তাকে বাংলাদেশের পূর্ণ সমর্থনের আশ্বাস দেন। বিনিময়ে বিশেষ দূত পররাষ্ট্রমন্ত্রীকে রোহিঙ্গা সংকটের স্থায়ী সমাধানে বাংলাদেশের সঙ্গে ঘনিষ্ঠভাবে কাজ করার প্রতিশ্রুতি ব্যক্ত করেন।

দ্বিপাক্ষিক বৈঠকের পরে আজ বিকালে পররাষ্ট্রমন্ত্রী নেদারল্যান্ডসের রাজা উইলেম-আলেকজান্ডার এবং তাজিকিস্তান প্রজাতন্ত্রের রাষ্ট্রপতি ইমোমালি রহমানের সাথে জাতিসংঘের সদরদপ্তরে একটি উচ্চ পর্যায়ের নৈশভোজে যোগদান করেন।

উল্লেখ্য, পররাষ্ট্রমন্ত্রী আগামী ২২ থেকে ২৪ মার্চ নিউইয়র্কে জাতিসংঘ সদরদপ্তরে অনুষ্ঠিতব্য আন্তর্জাতিক পানি সম্মেলনে বাংলাদেশের প্রতিনিধি দলের নেতৃত্ব দিচ্ছেন।
