Ambassador Muhith urges the Security Council to demonstrate unity in addressing Rohingya crisis

New York, 03 May 2023:

“Almost six years have passed since the Rohingya minorities were expelled from their ancestral land in Myanmar. No effective action was taken by the Security Council to remedy the situation; rather the Council has remained a mute witness to its continued deterioration”- said Ambassador Muhammad Abdul Muhith, Permanent Representative of Bangladesh to the United Nations in New York while speaking today at the Security Council open debate on “Futureproofing Trust for Sustaining Peace” held at the United Nations Headquarters.

Referring to the growing mistrust between people and the global institutions, Ambassador Muhith urged the Security Council to demonstrate unity and decisiveness in addressing visible threats to peace and protecting the most vulnerable, such as, the Rohingya minorities.

“In order to build trust, the Council must reverse the course of inactions”, he added.

In his statement, Permanent Representative Muhith referred to the critical role of peacekeepers in building trust among communities and called for strengthening the peacebuilding mandates of the peacekeeping missions. He also called upon the Council to leverage the complementary role of the UN Peacebuilding Commission (PBC)in addressing non-traditional security threats, such as climate change. “As the Chair of the PBC for two terms, Bangladesh made sincere efforts to unbound the potentials of the Commission” added the Ambassador.

He also stressed the importance of full equal and meaningful participation of women in building sustainable peace and emphasized on promoting Women Peace and Security agenda in broader peace and security contexts including in addressing climate change, disaster risk reduction and in humanitarian action.

The open debate was convened by Switzerland as a signature event of its first ever presidency to the security council. The Foreign Minister of Switzerland Ignazio Cassis chaired the meeting.

“রোহিঙ্গা সংখ্যালঘুদের তাদের মাতৃভূমি মিয়ানমার থেকে বিতাড়িত হওয়ার পর প্রায় ছয় বছর কেটে গেছে। এই সংকট নিরসনে নিরাপত্তা পরিষদের পক্ষ থেকে এখন পর্যন্ত কোনো কার্যকর পদক্ষেপ নেওয়া হয়নি। বরং এটি ক্রমাগত নীরব ভূমিকা পালন করেছে”- আজ জাতিসংঘ নিরাপত্তা পরিষদে অনুষ্ঠিত “ফিউচারপ্রুফিং ট্রাস্ট ফর সাস্টেইনিং পিস” শীর্ষক উচ্চ পর্যায়ের বৈঠকে বক্তব্য প্রদানকালে এমন মন্তব্য করেন জাতিসংঘে নিযুক্ত বাংলাদেশের স্থায়ী প্রতিনিধি রাষ্ট্রদূত মোহাম্মদ আবদুল মুহিত।

জনগণ এবং বৈশ্বিক প্রতিষ্ঠানের মধ্যে ক্রমবর্ধমান অবিশ্বাসের প্রসঙ্গ টেনে রাষ্ট্রদূত মুহিত বিশ্বশান্তির জন্য দৃশ্যমান হুমকিসমূহ মোকাবেলা এবং রোহিঙ্গা সংখ্যালঘুদের মতো সবচেয়ে ঝুঁকিপূর্ণদের সুরক্ষায় সংহতি ও ঐক্য প্রদর্শনের জন্য নিরাপত্তা পরিষদের প্রতি আহ্বান জানান। তিনি আরো বলেন, আন্তর্জাতিক সম্প্রদায়ের মাঝে বিশ্বাস অর্জনের নিমিত্ত্ব পরিষদকে আরো বেশি সক্রিয় হওয়া আবশ্যক।

স্থায়ী প্রতিনিধি মুহিত তার বক্তব্যে বৈশ্বিক শান্তি ও নিরাপত্তা রক্ষার্থে শান্তিরক্ষীদের গুরুত্বপূর্ণ ভূমিকার কথা উল্লেখ করেন এবং এ প্রসঙ্গে তিনি জাতিসংঘ শান্তি বিনির্মাণ কমিশনের (পিবিসি) এতদ্‌সংক্রান্ত ম্যান্ডেট আরো জোরদার করার আহ্বান জানান। তিনি জলবায়ু পরিবর্তনের মতো নিরাপত্তা হুমকি মোকাবেলায় পিবিসির পরিপূরক ভূমিকা গ্রহণের জন্য পরিষদের প্রতি আহ্বান জানান। রাষ্ট্রদূত আরো বলেন, “দুই মেয়াদের জন্য পিবিসির চেয়ারম্যান হিসেবে দায়িত্ব পালনকালে বাংলাদেশ কমিশনের সম্ভাবনাকে অধিকতর প্রসারিত করার জন্য আন্তরিক প্রচেষ্টা চালিয়েছে”।

তিনি টেকসই ও দীর্ঘস্থায়ী শান্তি বিনির্মাণে নারীর পূর্ণ, সমান ও অর্থপূর্ণ অংশগ্রহণের উপর গুরুত্বারোপ করেন এবং জলবায়ু পরিবর্তন মোকাবেলা, দুর্যোগ ঝুঁকি হ্রাস এবং মানবাধিকার রক্ষাসহ বৃহত্তর শান্তি ও নিরাপত্তা বজায় রাখতে জাতিসংঘের নারী, শান্তি ও নিরাপত্তা কর্মসূচির পরিপূর্ণ বাস্তবায়নের ওপর জোর দেন।

মে ২০২৩ এর জন্য সুইজারল্যান্ড নিরাপত্তা পরিষদে সভাপতির দায়িত্ব পালন করছে এবং দেশটি পরিষদে তার প্রথম সভাপতিত্বের একটি স্বাক্ষর ইভেন্ট হিসেবে এই উচ্চ পর্যায়ের উন্মুক্ত বিতর্কের আয়োজন করেছিল। এতে সভাপতিত্ব করেন সুইজারল্যান্ডের পররাষ্ট্রমন্ত্রী ইগনাজিও ক্যাসিস।
