Mr. Chair,
I congratulate you and other Members of the Bureau upon your well-deserved election as the Bureau of the Special Committee for the 78th Session of the General Assembly. Kindly count on our whole hearted support during deliberations of the session.
We take note of the 2023 Report of the Special Committee on the Charter of the United Nations and on the Strengthening of the Role of the Organization and the Resolution adopted by the General Assembly on 7 December 2023. Bangladesh aligns itself with the statement delivered by the representative of the Islamic Republic of Iran on behalf of the Non-Aligned Movement (NAM). Allow me to make a few additional comments in my national capacity:
First, the reform of the United Nations should be carried out in accordance with the principles and procedures established by the Charter and maintaining the status of General Assembly as its chief representative organ. To avoid duplication of work among the principal organs of the UN, we need to achieve the right balance among the functions and powers of these organs. We believe that the Special Committee can act as the appropriate forum for examining the legal matters regarding this process.
Second, the nexus between peace and security and development should form the basis for the work of the UN’s overall peace and security architecture. As they mutually reinforce each other, we are certain that the timely implementation of Agenda 2030 will serve as a blueprint for sustaining peace. Different regional organizations can play a vital role in this regard and we need to provide necessary supports for their smooth functioning.
Third, we are of the view that international disputes should be settled through discussions, dialogues and negotiations. In this regard, Bangladesh would like to reaffirm its unwavering support to the role of the international adjudicating bodies, including the International Court of Justice, as the principal judicial organ of the United Nations, in promoting the peaceful settlement of disputes. We urge everyone to ensure effective implementation of the Judgments and the Orders issued by of the Court in exercise of its functions.
Fourth, sanction and other coercive measures should be employed as a measure of last resort as they often contain unintended consequences for the third states. At the same time, we must ensure the provision of necessary goods and services for the affected population in the third States. This process depends critically on the allocation of adequate resources in favor of the Secretariat and its capacity enhancement. We also need to ensure efficient utilization of resources by the Secretariat with a view to identifying widely acceptable measures for future implementation.
Finally, we support the efforts towards updating the Repertory of Practice of the UN Organs and Repertoire of Practice of the Security Council as these are key sources of reference and effective means of maintaining the institutional memory of the Organization.
