Secretary General lauds Bangladesh’s COVID mitigation efforts

New York, 25 February 2021:

The Secretary General of the United Nations Mr. Antonio Guterres highly applauded Bangladesh’s tremendous efforts in mitigating the health and socio-economic consequences of the COVID-19 pandemic. He said this while meeting the Foreign Minister virtually this afternoon. Referring to Bangladesh’s past successes in disaster management, the UN Secretary General said, in view of Bangladesh’s ranking as a global leader in risk mitigation, he was not surprised to see such accomplishment. He expressed admiration for Prime Minister Sheikh Hasina, especially for her strong commitment to the people of Bangladesh. They also agreed that COVID-19 vaccination should be treated as ‘global public good’.

The Secretary General highly appreciated Bangladesh’s generosity in giving shelter to the Rohingyas and reiterated that, “Return of refugees to Myanmar is our common objective”. The Secretary General said that the UN stands ready to support Bangladesh in resolving the crisis. The Foreign Minister apprised the Secretary General of the measures taken by the Government in Bhashanchar and requested the UN’s support for humanitarian assistance there for the Rohingyas.

Appreciating SG’s strong commitment to climate action, the Foreign Minister welcomed Secretary General’s call to mobilize climate financing and told that as the current CVF President, Bangladesh would continue to work together with the UN to achieve climate ambition and build resilience in preparation for the COP 26 in Glasgow this year. Stating that fighting climate change is the battle of his life, the Secretary General mentioned he would be pursuing the donors to allocate 50% of proposed climate funds for adaptation strategies. He termed Bangladesh’s enormous adaptation efforts on the coastal region and managing rivers as remarkable efforts.

Expressing satisfaction that Bangladesh is going to graduate from LDC category, Foreign Minister requested the Secretary General to use his good offices to convince development partners and IFIs to incentivize the graduating countries with new support mechanisms even after graduation. Sharing his views, the SG mentioned that graduation should not be considered a technocratic issue measured only by GDP, instead a multidimensional vulnerability index may be used while considering this. He commented, “graduation should not be punished rather rewarded”.

The Foreign Minister discussed, among others, the issues of the twin celebration of birth centenary of the father of the Nation Bangabandhu Sheikh Mujibur Rahman and the golden jubilee of our independence, peacekeeping, LDC issues and SG’s reelection bid. He invited the Secretary General to participate in the celebration of Mujib Year and the Golden Jubilee of our independence. Permanent Representative of Bangladesh to the UN in New York, Ambassador Ms. Rabab Fatima was present during the meeting.

কোভিড-১৯ মোকাবিলায় বাংলাদেশ গৃহীত প্রচেষ্টার ভূয়সী প্রশংসা করলেন জাতিসংঘ মহাসচিব

কোভিড-১৯ অতিমারি কারণে সৃষ্ট স্বাস্থ্যগত ও আর্থ-সামাজিক চ্যালেঞ্জ মোকাবিলায় বাংলাদেশ গৃহীত ব্যাপকভিত্তিক পদক্ষেপের ভূয়সী প্রশংসা করলেন জাতিসংঘ মহাসচিব আন্তোনিও গুতেরেজ। বাংলাদেশের পররাষ্ট্র মন্ত্রী ড. এ কে মোমেন এর সাথে আজ বিকেলে অনুষ্ঠিত এক ভাচুয়াল বৈঠকে এ প্রশংসা করেন জাতিসংঘ মহাসচিব। দুর্যোগ মোকাবিলায় বাংলাদেশের অভূতপূর্ব সাফল্যের অতীত রেকর্ডের উদাহরণ টেনে মহাসচিব গুতেরেজ বলেন, কোনো ঝুঁকি নিরসণের বৈশ্বিক নেতৃত্বে বাংলাদেশ সর্বদাই শীর্ষস্থানীয়, তাই কোভিড অতিমারি মোকাবিলায় বাংলাদেশের এ ধরণের সাফল্য দেখে আমি মোটেও অবাক হইনি। তিনি প্রধানমন্ত্রী শেখ হাসিনার নেতৃত্ব বিশেষ করে বাংলাদেশের জনগণের প্রতি তাঁর সুদৃঢ় প্রতিশ্রুতির উচ্চকিত প্রশংসা করেন। আলোচনাকালে বাংলাদেশের পররাষ্ট্রমন্ত্রী ও জাতিসংঘ মহাসচিব উভয়েই সম্মত হন যে কোভিড-১৯ এর ভ্যাকসিনকে ‘বৈশ্বিক সম্পদ’ হিসেবে বিবেচিত করা উচিত।

জোরপূর্বক বাস্তুচ্যুত রোহিঙ্গাদের আশ্রয়দানে বাংলাদেশ যে উদারতা দেখিয়েছে তার প্রশংসা করেন মহাসচিব। তিনি বলেন, “আমাদের লক্ষ্য অভিন্ন, আর তা হলো রোহিঙ্গাদের মিয়ানমারে ফেরত পাঠানো”। মহাসচিব আরও বলেন, সমস্যাটির সমাধানে বাংলাদেশকে সহায়তা করতে জাতিসংঘ সদা প্রস্তুত রয়েছে। ভাষাণচরে বাংলাদেশ সরকার গৃহীত পদক্ষেপগুলো সম্পর্কে পররাষ্ট্রমন্ত্রী মহাসচিবকে অবহিত করেন এবং সেখানে রোহিঙ্গাদের জন্য জাতিসংঘের মানবিক সহায়তার অনুরোধ জানান।

জলবায়ু কর্মসূচিতে জাতিসংঘ মহাসচিবের যে সুদৃঢ় প্রতিশ্রুতি রয়েছে তার প্রশংসা করেন পররাষ্ট্রমন্ত্রী। তিনি জলবায়ু-অর্থায়নকে সচল করতে মহাসচিবের আহ্বানকে স্বাগত জানান। ক্লাইমেট ভারনারেবল ফোরামের সভাপতি হিসেবে বাংলাদেশ জলবায়ু সংক্রান্ত লক্ষ্য অর্জনে এবং এবছর গ্লাজগোতে অনুষ্ঠিতব্য কপ-২৬ সফল করতে জাতিসংঘের সাথে অব্যাহতভাবে কাজ করে যাবে মর্মে উল্লেখ করেন পররাষ্ট্রমন্ত্রী। জলবায়ু পরিবর্তনের বিরুদ্ধে লড়াই করা তাঁর জীবনের যুদ্ধ বলে অভিহিত করে মহাসচিব বলেন, অভিযোজন কৌশল বাস্তবায়নে প্রস্তাবিত জলবায়ু তহবিলের ৫০ভাগ বরাদ্দ পেতে দাতাদের বোঝানোর চেষ্টা করবেন তিনি। উপকূলবর্তী অঞ্চলে ব্যাপক অভিযোজন কর্মসূচি এবং নদী ব্যবস্থাপনায় বাংলাদেশ গৃহীত পদক্ষেপসমূহকে অসাধারণ হিসেবে উল্লেখ করেন গুতেরেজ।

বাংলাদেশ এলডিসি ক্যাটেগরি থেকে উত্তরিত হতে যাচ্ছে মর্মে সন্তুষ্টির কথা জানান পররাষ্ট্রমন্ত্রী। তবে এক্ষেত্রে উন্নয়ন অংশীদার ও আন্তর্জাতিক আর্থিক প্রতিষ্ঠানসমূহ উত্তরণ পরবর্তী সময়েও যেন নতুন সহায়তা ব্যবস্থার আওতায় সদ্য উত্তরিত দেশগুলোকে বিবেচনা করে সেজন্য তাদেরকে উদ্বুদ্ধ করতে মহাসচিবের দপ্তরের পূর্ণ সহযোগিতা প্রত্যাশা করেন পররাষ্ট্র মন্ত্রী। উত্তরণ কেবল জিডিপি দ্বারা পরিমাপকৃত কোনো কারিগরি বিষয় নয়, এটি বিবেচনার ক্ষেত্রে বহুমাত্রিক নাজুক সূচকসমূহেরও ব্যবহার করা যেতে পারে মর্মে মত প্রকাশ করেন জাতিসংঘ মহাসচিব। তিনি বলেন, “উত্তরণ কোনো শাস্তি হতে পারেনা এটি হতে পারে পুরস্কার”।

অন্যান্য বিষয়গুলোর মধ্যে পররাষ্ট্রমন্ত্রী যুগপৎভাবে জাতির পিতার জন্মশতবার্ষিকী এবং বাংলাদেশের সুবর্ণজয়ন্তী উদযাপন, শান্তিরক্ষা কার্যক্রম এবং মহাসচিবের পূন-নির্বাচন ইস্যুগুলো নিয়ে আলোচনা করেন। জাতির পিতার জন্মশতবার্ষিকী ও বাংলাদেশের স্বাধীনতার সুবর্ণ জয়ন্তীর উৎসবে অংশগ্রহণ করতে মহাসচিবকে আমন্ত্রণ জানান পররাষ্ট্রমন্ত্রী। ভার্চুয়াল এ বৈঠকে জাতিসংঘে নিযুক্ত বাংলাদেশের স্থায়ী প্রতিনিধি রাষ্ট্রদূত রাবাব ফাতিমা উপস্থিত ছিলেন।
