The UN General Assembly adopts the resolution on graduation of Bangladesh from the LDC category

New York, 24 November 2021:

Today, the UN General Assembly unanimously adopted the resolution on Graduation of Bangladesh from the LDC category. With the adoption of this resolution, Bangladesh completes all the procedures to graduate from the LDC category.

This is a landmark achievement in Bangladesh’s development journey, which coincides with the celebration of the 50^th anniversary of Bangladesh’s independence and the birth centenary of the Father of the Nation Bangabandhu Sheikh Mujibur Rahman.

Speaking after the adoption of this landmark resolution, the Permanent Representative of Bangladesh to the United Nations, Ambassador Rabab Fatima thanked all the Member States, especially the development partners, for their support to reach consensus for the adoption of this resolution. She said, “Prime Minister Sheikh Hasina envisioned to transform Bangladesh into a middle-income country by 2021 and a developed country by 2041. She has led us from the front in this exciting journey despite the unprecedented challenges posed by the COVID-19 pandemic”.

Stressing that the graduation of an LDC is not only a success of the country itself but also a testimony of the strength of multilateral partnership led by the UN, she said, “graduation should not be a punishment; it should be a reward.” She highlighted the importance of ensuring an incentives-based international support structure to graduating and graduated LDCs. She also called for tailored and clearly laid down roadmaps to address every aspect of graduation challenge, namely, post-graduation international support measures, smooth transition, Financing for SDGs implementation etc.

She said that the upcoming 5^th United Nations Conference on the LDCs (LDC5) to be held in Doha, Qatar provides the development partners with a good opportunity to come up with a transformative programme of action for the LDCs for the next decade. The Draft Doha Programme of Action (DPOA) identified graduation as one of its priority areas. It has set a target to enable 15 additional LDCs to meet the criteria for graduation by 2031. The success of this ambitious target will largely depend on enhanced support and solidarity from the development partners.

It is to be mentioned that Ambassador Rabab Fatima and Ambassador Robert Rae of Canada are co-chairing the preparatory process of the LDC5 conference.

আজ জাতিসংঘ সাধারণ পরিষদে সর্বসম্মতিক্রমে স্বল্পোন্নত দেশের (এলডিসি) ক্যাটাগরি থেকে চুড়ান্তভাবে বাংলাদেশের উত্তরণের (Graduation) ঐতিহাসিক রেজুলেশন গৃহীত হলো। রেজুলেশনটি গ্রহণের মাধ্যমে বাংলাদেশ এলডিসি ক্যাটাগরি থেকে পরবর্তী ধাপে উত্তরণের সকল প্রক্রিয়া সম্পন্ন করল।

এটি বাংলাদেশের উন্নয়ন অগ্রযাত্রায় একটি যুগান্তকারী অর্জন যা এমন এক সময়ে অর্জিত হল যখন আমরা বাংলাদেশের মহান স্বাধীনতার সুবর্ণ জয়ন্তী এবং জাতির পিতা বঙ্গবন্ধু শেখ মুজিবুর রহমানের জন্মশতবার্ষিকী উদযাপন করছি।

রেজুলেশনটি গৃহীত হবার পর বাংলাদেশের পক্ষে বক্তব্য প্রদান করেন জাতিসংঘে নিযুক্ত বাংলাদেশের স্থায়ী প্রতিনিধি রাষ্ট্রদূত রাবাব ফাতিমা। প্রদত্ত বক্তব্যে তিনি রেজুলেশনটি গ্রহণের ক্ষেত্রে ঐক্যমতে পৌঁছাতে সহায়তার জন্য সকল সদস্য দেশ বিশেষ করে বাংলাদেশের উন্নয়ন অংশীদারগণকে ধন্যবাদ জানান। তিনি বলেন, “প্রধানমন্ত্রী শেখ হাসিনা ২০২১ সালের মধ্যে বাংলাদেশকে একটি মধ্যম আয়ের দেশে এবং এবং ২০৪১ সালের মধ্যে একটি উন্নত সমৃদ্ধ দেশে রুপান্তরিত করার স্বপ্ন দেখেছেন। কোভিড-১৯ অতিমারির ভয়াবহতম সময়েও সকল চ্যালেঞ্জ মোকাবিলা করে তিনি বাংলাদেশের এই অদম্য অগ্রযাত্রায় সামনে থেকে নেতৃত্ব দিয়েছেন, যারফলে আজ রূপকল্প-২০২১ পূর্ণতা পেল”।

স্বল্পোন্নত দেশের ক্যাটেগরি থেকে উত্তরিত (স্নাতক) হওয়া কেবল সুনির্দিষ্ট একটি দেশেরই সাফল্য নয়, এটি জাতিসংঘের নেতৃত্বে বহুপাক্ষিক অংশীদারিত্বের শক্তির প্রমানও বটে মর্মে উল্লেখ করে রাষ্ট্রদূত ফাতিমা বলেন, “উত্তরণ কোনোভাবেই শাস্তি হতে পারেনা, এটি হতে পারে পুরস্কার”। এ প্রসঙ্গে তিনি এলডিসি ক্যাটেগরি থেকে উত্তরিত ও উত্তরণের পথে থাকা দেশগুলোর জন্য প্রণোদনা ভিত্তিক আন্তর্জাতিক সহায়তা কাঠামো নিশ্চিত করার গুরুত্ব তুলে ধরেন। উত্তরণ চ্যালেঞ্জের প্রতিটি দিক বিশেষ করে উত্তরণ পরবর্তী আন্তর্জাতিক সহায়তা ব্যবস্থা, বাধাহীন উত্তরণ ও এসডিজি বাস্তবায়নের জন্য অর্থায়ন ইত্যাদি চ্যালেঞ্জসমূহ মোকাবেলার উপযোগী এবং লক্ষ্যে পৌছানোর জন্য স্পষ্ট রোডম্যাপ তৈরিরও আহ্বান জানান রাষ্ট্রদূত ফাতিমা।

কাতারের দোহায় অনুষ্ঠেয় আসন্ন ৫ম জাতিসংঘ স্বল্পোন্নত দেশসমূহের সম্মেলন (এলডিসি-৫) এর প্রসঙ্গ উল্লেখ করে বাংলাদেশের স্থায়ী প্রতিনিধি বলেন, পরবর্তী দশকে এলডিসি’র দেশগুলোর জন্য একটি রুপান্তরধর্মী কর্মসূচি নিয়ে আসার ক্ষেত্রে সম্মেলনটি উন্নয়ন সহযোগীদেরকে চমৎকার একটি সুযোগ এনে দিবে। দোহা প্রোগ্রাম অব অ্যাকশন (DPOA) স্বল্পোন্নত দেশসমূহের উত্তরণের বিষয়টিকে এর অগ্রাধিকার ক্ষেত্রগুলির একটি হিসেবে চিহ্নিত করেছে। ২০৩১ সালের মধ্যে যাতে আরও ১৫টি এলডিসিভুক্ত দেশকে উত্তরণের মানদন্ড পূরণে সক্ষম করে তোলা যায় খসড়া দোহা প্রোগ্রাম অব অ্যাকশনে সে লক্ষ্য নির্ধারণ করা হয়েছে। এই উচ্চাভিলাষী লক্ষ্যের সাফল্য নির্ভর করছে মূলত উন্নয়ন অংশীদারদের সংহতি ও বাড়তি সহায়তা প্রদানের প্রতিশ্রুতির উপর।

উল্লেখ্য জাতিসংঘে নিযুক্ত বাংলাদেশের স্থায়ী প্রতিনিধি রাষ্ট্রদূত রাবাব ফাতিমা ও কানাডার স্থায়ী প্রতিনিধি রর্বাট রে এলডিসি-৫ সম্মেলনের প্রস্তুতিমূলক কমিটিতে যৌথভাবে সভাপতিত্ব করছেন।
