Permanent Representative of Bangladesh to the United Nations, Ambassador Rabab Fatima said, “International solidarity and partnership are the key to achieve the concrete commitments and deliverables of the Doha Programme of Action for the LDCs (DPoA)”. She was addressing the first part of the 5th United Nations Conference on the LDCs (LDC5), which was held at the General Assembly Hall of the United Nations in New York, today. Ambassador Rabab Fatima along with the Permanent Representative of Canada, Ambassador Robert Rae co-chaired of the Preparatory process of this conference.
The General Assembly earlier decided to hold the LDC5 conference in two parts. The first part was held this morning in New York in the General Assembly Hall, UNHQs. The second part will take place from 5 to 9 March 2023 in Doha Qatar. The first part of the conference has been organized to adopt the Doha Programme of Action for the LDCs-a decade long development roadmap for the LDCs. The second part will focus on other substantive issues, which is expected to be participated at the level of Head of States and Governments for the period of 2022-203.
Speaking on behalf of the two co-chairs, Ambassador Fatima highlighted the unprecedented crisis created by the COVID-19 pandemic and uneven and inequitable responses to tackle it, she commended the commitment and solidarity of the Member States to adopt the DPoA, which provides an ambitious and well-defined action agenda for the LDCs and their development partners for the decade 2022-31. She requested everyone to support the follow-up and monitoring mechanism of the DPoA with due diligence for its successful implementation.
She urged the international community and the development partners to remain deeply engaged with the LDCs during the entire cycle of the DPOA implementation. In this regard, she underscored the need for integrating the DPOA in the Strategic Plans and country programmes of the UN agencies, Funds and Programmes to ensure that the UN’s impact in the LDCs matches their needs and ground realities.
At the outset of the meeting, Deputy Prime Minister and Minister of Foreign Affairs of the State of Qatar Sheikh Mohammed bin Abdulrahman Al-Thani was elected as the President of the LDC5 conference. Ambassador Fatima thanked him and the State of Qatar for the leadership and support to host the 5th United Nations Conference on the LDCs. The second part of the Conference will be held in Doha, Qatar from 5 to 9 March 2023, which is expected to be attended by many Heads of States and Governments.
The meeting was also attended by Lazarus Chakwera, President of Malawi as the global Chair of the LDCs and the Secretary-General of the United Nations, among others. Many Member States participated and spoke at the event. They deeply appreciated the role of Bangladesh and Canada to ensure smooth facilitation and consensual adoption of the DPOA.

“স্বল্পোন্নত দেশগুলোর জন্য ‘দোহা প্রোগ্রাম অব অ্যাকশন (ডিপিওএ)’ এর সফল বাস্তবায়নে প্রয়োজন আন্তর্জাতিক সংহতি ও অংশীদারিত্ব” -আজ জাতিসংঘ সদরদপ্তরের সাধারণ পরিষদ হলে অনুষ্ঠিত ৫ম জাতিসংঘ এলডিসি সম্মেলন এর প্রথম পর্বে প্রদত্ত বক্তব্যে একথা বলেন জাতিসংঘে নিযুক্ত বাংলাদেশের স্থায়ী প্রতিনিধি রাষ্ট্রদূত রাবাব ফাতিমা। ইতোপূর্বে জাতিসংঘ সাধারণ পরিষদ এলডিসি-৫ কনফারেন্সটি দুই পর্বে বিভক্ত করে আয়োজনের সিদ্ধান্ত নেয়। আজ এর প্রথম পর্ব অনুষ্ঠিত হলো। মূলত প্রথম পর্ব অনুষ্ঠিত হয় এলডিসি’র দেশগুলোর দশকব্যাপী (২০২২-২০৩১) উন্নয়ন রোডম্যাপ বাস্তবায়নার্থে ‘দোহা প্রোগাম অব অ্যাকশন’ অনুমোদনের জন্য। দ্বিতীয় পর্ব অনুষ্ঠিত হবে কাতারের রাজধানী দোহায় ২০২৩ সালে ৫-৯ মার্চ। দ্বিতীয় পর্বে অন্যান্য গুরুত্বপূর্ণ বিষয়গুলো নিয়ে আলোচনা করা হবে যেখানে সদস্যরাষ্ট্রসমূহের সরকার ও রাষ্ট্রপ্রধানগণের অংশগ্রহণের কথা রয়েছে।
উল্লেখ্য এলডিসি-৫ কনফারেন্স এর প্রস্তুতি পর্বে রাষ্ট্রদূত ফাতিমা ও জাতিসংঘে নিযুক্ত কানাডার স্থায়ী প্রতিনিধি রাষ্ট্রদূত বব রে যৌথভাবে সভাপতিত্ব করেন। ইভেন্টটিতে দুই যৌথ-সভাপতির পক্ষে বক্তব্য প্রদান করেন বাংলাদেশের স্থায়ী প্রতিনিধি। প্রদত্ত বক্তব্যে তিনি কোভিড-১৯ অতিমারির ভয়াবহতা এবং এর মোকাবিলা ও সাড়াদানের ক্ষেত্রে অসমতার চিত্র তুলে ধরেন এবং এক্ষেত্রে ডিপিওএ গ্রহণের জন্য সদস্য রাষ্ট্রসমুহের প্রতিশ্রুতি ও সংহতির প্রশংসা করেন। রাষ্ট্রদূত ফাতিমা ডিপিওএ -এর সফল বাস্তবায়নে এর প্রতি গভীর মনোযোগ প্রদান এবং এর ফলো-আপ ও পর্যবেক্ষণ প্রক্রিয়াকে সমর্থন জোগাতে সংশ্লিষ্ট সকলের প্রতি অনুরোধ জানান।
ডিপিওএ -এর গোটা প্রক্রিয়া বা সাইকেলসমূহের বাস্তবায়নকালে আন্তর্জাতিক সম্প্রদায় এবং উন্নয়ন সহযোগী রাষ্ট্র ও সংস্থাসমূহ যাতে অব্যাহত ও গভীরভাবে সংশ্লিষ্টতা থাকে সে আহ্বান জানান রাষ্ট্রদূত ফাতিমা। এক্ষেত্রে জাতিসংঘের সংস্থা, তহবিল ও কর্মসূচিসমূহ যাতে ডিপিওএ-কে তাদের কৌশলগত পরিকল্পনায় সন্নিবেশন করে নেয় এবং এলডিসির দেশগুলোর বাস্তবতা ও চাহিদার কথা মাথায় রেখে তাদের উন্নয়নে জাতিসংঘের প্রভাবকে যাতে কাজে লাগায় সে প্রয়োজনীয়তার উপরও জোর দেন তিনি।
সভার শুরুতেই কাতারের উপ-প্রধানমন্ত্রী ও পররাষ্ট্রমন্ত্রী সেখ মোহাম্মদ বিন আব্দুল রহমান আল-থানি এলডিসি-৫ সম্মেলনের সভাপতি নির্বাচিত হন। তাঁকে এবং কাতার সরকারকে ধন্যবাদ জানান রাষ্ট্রদূত ফাতিমা।
বৈঠকে আরও বক্তব্য প্রদান করেন স্বল্পোন্নত দেশগুলোর বৈশ্বিক সভাপতি মালাউইয়ের প্রেসিডেন্ট লাজারাজ চাকভেরা এবং জাতিসংঘ মহাসচিব আন্তোনিও গুতেরেজ। এছাড়া জাতিসংঘের উল্লেখযোগ্য সংখ্যক সদস্যরাষ্ট্রের প্রতিনিধিগণ ইভেন্টটিতে অংশগ্রহণ করেন এবং বক্তব্য রাখেন। তারা ডিপিওএ গ্রহণ প্রক্রিয়াকে মসৃনভাবে এগিয়ে নিতে এর প্রস্তুতিমূলক পর্বের সফল সম্পাদনের জন্য বাংলাদেশ ও কানাডাকে ধন্যবাদ জানান।
