Permanent Representative of Bangladesh to the United Nations Ambassador Muhammad Abdul Muhith briefed today the Security Council at its high-level Open Debate on “Peace and Security in Africa: Capacity Building for sustaining peace”, in his capacity as the Chair of the Peacebuilding Commission (PBC).
At the outset, Ambassador Muhith thanked the Security Council for inviting the Chair of the Peacebuilding Commission and referred to the support extended by the PBC in discussing and strengthening the peacebuilding priorities of Africa.
Ambassador Muhith shared PBC’s past and ongoing engagements in various countries and regions in building capacities in the areas of sustainable development, transitional justice, women’s equal participation in socio-economic and political process, empowerment of youth and accompanying the regional and sub-regional peacebuilding initiatives.
The Chair called for increased partnerships with international and regional financial organizations and promoting south-south cooperation to build effective, accountable, inclusive and responsive institutions at the national and local levels in Africa. He further highlighted the important role of African Union and other regional and sub regional organizations and expressed PBC’s commitment to working more closely with the African Union and its Peace and Security Council. The important role of civil society in building the capacity in Africa was also recognized.
Ambassador Muhith also acknowledged the invaluable contributions of the Peacebuilding Fund in supporting peacebuilding and sustaining peace in Africa. The PBC Chair also reiterated PBC’s call for adequate, predictable and sustainable financing for peacebuilding.
The Peacebuilding Commission (PBC) is a 31-member intergovernmental advisory body that supports peace efforts in conflict-affected countries. Ambassador Muhammad Abdul Muhith is the present Chair of the Peacebuilding Commission as the Permanent Representative of Bangladesh to the United Nations in New York.

শান্তিবিনির্মাণ কমিশন (পিবিসি) এর সভাপতি হিসেবে আজ নিরাপত্তা পরিষদ আয়োজিত “আফ্রিকাতে শান্তি ও নিরাপত্তা: টেকসই শান্তির জন্য সক্ষমতা বৃদ্ধি” শীর্ষক উচ্চ পর্যায়ের উন্মুক্ত বিতর্কে বক্তব্য প্রদান করেন জাতিসংঘে নিযুক্ত বাংলাদেশের স্থায়ী প্রতিনিধি রাষ্ট্রদূত মোহাম্মদ আব্দুল মুহিত।
উন্মুক্ত বিতর্কটিতে শান্তিবিনির্মাণ কমিশনের চেয়ারম্যানকে আমন্ত্রণ জানানোর জন্য নিরাপত্তা পরিষদকে ধন্যবাদ জানান রাষ্ট্রদূত মুহিত। তিনি আফ্রিকার শান্তি বিনির্মাণ অগ্রাধিকার নিয়ে আলোচনা জোরদার করার ক্ষেত্রে পিবিসি’র প্রসারিত সহায়তা প্রদানের কথা উল্লেখ করেন।
টেকসই উন্নয়ন, অন্তর্বর্তীকালীন ন্যায়বিচার, আর্থ-সামাজিক ও রাজনৈতিক প্রক্রিয়ায় নারীদের সমান অংশগ্রহণ, যুবদের ক্ষমতায়ন এবং আঞ্চলিক ও উপ-আঞ্চলিক শান্তি বিনির্মাণ উদ্যোগ ইত্যাদি ক্ষেত্রে বিভিন্ন দেশ ও অঞ্চলে পিবিসির অতীত এবং চলমান কর্মকাণ্ড সমূহ তুলে ধরেন রাষ্ট্রদূত মুহিত।
আন্তর্জাতিক এবং আঞ্চলিক আর্থিক সংস্থাগুলির সাথে অংশীদারিত্ব বৃদ্ধি এবং আফ্রিকার জাতীয় ও স্থানীয় পর্যায়ে কার্যকর, জবাবদিহিমূলক, অন্তর্ভুক্তিমূলক এবং দায়িত্বশীল প্রতিষ্ঠান গড়ে তুলতে দক্ষিণ-দক্ষিণ সহযোগিতা আরও এগিয়ে নেওয়ার আহ্বান জানান পিবিসি’র সভাপতি। তিনি আফ্রিকান ইউনিয়ন এবং অন্যান্য আঞ্চলিক ও উপ-আঞ্চলিক সংস্থাগুলির গুরুত্বপূর্ণ ভূমিকার কথা তুলে ধরেন এবং আফ্রিকান ইউনিয়নের শান্তি ও নিরাপত্তা পরিষদের সাথে আরও ঘনিষ্ঠভাবে কাজ করার প্রতিশ্রুতি ব্যক্ত করেন। আফ্রিকায় সক্ষমতা তৈরিতে সুশীল সমাজের গুরুত্বপূর্ণ ভূমিকার কথা তুলে ধরেন রাষ্ট্রদূত মূহিত।
রাষ্ট্রদূত মুহিত আফ্রিকায় শান্তি বিনির্মাণ ও টেকসই শান্তি প্রতিষ্ঠায় সহায়তার ক্ষেত্রে শান্তিবির্নিমাণ তহবিলের অমূল্য অবদানের স্বীকৃতি দেন এবং শান্তিবিনির্মাণের জন্য পর্যাপ্ত, অনুমানযোগ্য এবং টেকসই অর্থায়নের কথা পুনর্ব্যক্ত করেন।
পিসবিল্ডিং কমিশন (পিবিসি) হল ৩১ সদস্যের একটি আন্তঃসরকারি উপদেষ্টা সংস্থা যা সংঘাত-আক্রান্ত দেশগুলিতে শান্তিপ্রতিষ্ঠায় সহায়তা করে। রাষ্ট্রদূত মোহাম্মদ আব্দুল মুহিত জাতিসংঘে বাংলাদেশের স্থায়ী প্রতিনিধি হিসেবে শান্তি বিনির্মাণ কমিশনের বর্তমান চেয়ারম্যান।
