The President of the General Assembly (PGA), Csaba Kőrösi applauded Bangladesh’s remarkable leadership, productive engagement, and significant contribution in recent time in various aspects of the United Nations. The PGA was talking to the Foreign Minister (FM) of Bangladesh, Dr. A.K. Abdul Momen, MP at a bilateral meeting held at the UN Headquarters, today.
At the outset of the meeting, Bangladesh’s Foreign Minister presented two proposals to PGA. These are, to organize a high-level event on ‘Review of the implementation of SDGs’ and to take initiative to create a forum of the Finance, Foreign and Development Ministers for developing countries under South-South Cooperation (SSC). The Foreign Minister expressed concern on the funding gaps in the implementation of SDG, particularly in view of the Covid -19 pandemic. The proposed high-level event will bring opportunity to review the progress made towards implementing SDGs and the way forward to meet the funding gaps, the FM added. Regarding the forum of the Finance, Foreign and Development Ministers, FM said that this forum will create a suitable platform to have substantive dialogue on South-South Cooperation. The PGA appreciated the proposals of HFM.
The Foreign Minister also mentioned that under the visionary leadership of Prime Minister Sheikh Hasina, Bangladesh has been able to maintaining a satisfactory GDP growth even amidst this pandemic. FM also informed PGA on how Bangladesh has dealt with the COVID-19 pandemic. In response, the PGA commended Bangladesh’s development trajectory including the GDP growth and applauded COVID-19 mitigation measures. The Foreign Minister also stated the importance of more funds for mitigation and adaptation of Climate Change effects. He further mentioned that the promise of providing USD100 billion funds per year should be materialized at the earliest. PGA expressed his support on this issue.
Regarding Rohingya issue, the Foreign Minister highlighted the steps taken by Bangladesh government on various issues including Covid management, providing education to Rohingya children in their own language, etc. FM also expressed his dissatisfaction for that, the fact not a single Rohingya has been repatriated to Myanmar yet. In reply, PGA commended Bangladesh’s role in providing shelter and humanitarian assistance to the Rohingyas. He also said that the crisis is unacceptable.
FM invited PGA to visit Bangladesh at a mutually convenient time.
Meeting with the Under-Secretary-General of UN Peace Operations
During the meeting with the Under-Secretary-General of the United Nations Department of Peace Operations, Jean-Pierre Lacroix, Foreign Minister Dr. A.K. Abdul Momen, said that Bangladesh has always played a leading role in the United Nations Peace Operations and will continue to do this. He mentioned that Bangladesh is ready to provide Quick Reaction Force (QRF), Base Defense Contingent, Infantry Contingent, and Police Contingent in the future. Besides, the foreign minister also called for appointing senior military and civilian officers at the leading level, especially force commanders. The Foreign Minister requested to use Bangladesh’s expertise, experience, and best practices in building sustainable peace in conflict countries. The Foreign Minister also reiterated Bangladesh’s commitment to increase the number of women peacekeepers. He invited the USG to visit Bangladesh particularly to join the upcoming international seminar on women peace and security and the 26th Annual conference of the International Association of Peacekeeping Training Centres (IAPTC)
Under-Secretary-General Lacroix praised the Bangladeshi peacekeepers for their dutifulness, responsibility, and professional skills in the UN Peace Operations. He thanked Bangladesh for the recent deployment of the Infantry Battalion from Bangladesh to Abeyi, Sudan, Armored Helicopters and Quick Reaction Force contingents in Mali, Hospital Units in Central Africa, and deployment of Explosive Ordinance Disposal (EOD) contingents in Congo. Under-Secretary-General Lacroix expressed the hope that Bangladesh will continue to contribute to the peacekeeping operations of the United Nations, including women peacekeepers.

জাতিসংঘের বিভিন্ন ফোরামে বাংলাদেশের উল্লেখযোগ্য অংশগ্রহণ, তাৎপর্যপূর্ণ অবদান ও ফলপ্রসু নেতৃত্বের ভূয়সী প্রশংসা করলেন জাতিসংঘ সাধারণ পরিষদের সভাপতি (পিজিএ) সাবা কোরোসি (Csaba Kőrösi) আব্দুল্লাহ শাহিদ। আজ জাতিসংঘ সদরদপ্তরে বাংলাদেশের পররাষ্ট্রমন্ত্রী ড. এ. কে. আব্দুল মোমেন এর সাথে অনুষ্ঠিত এক দ্বিপাক্ষিক সভায় আলোচনাকালে জাতিসংঘে বাংলাদেশের নেতৃত্বে বিভিন্ন দিক তুলে ধরে এ প্রশংসা করেন তিনি।
সভার শুরুতে ‘এসডিজি বাস্তবায়ন রিভিউ’ বিষয়ক উচ্চ পর্যায়ের ইভেন্ট আয়োজন এবং সাউথ-সাউথ কোঅপারেশন এর আওতাধীন উন্নয়নশীল দেশসমূহের অর্থ, পররাষ্ট্র ও উন্নয়ন মন্ত্রীদের সমন্বয়ে একটি ফোরাম প্রতিষ্ঠা – এ দুটি প্রস্তাব সাধারণ পরিষদের সভাপতির নিকট পেশ করেন পররাষ্ট্রমন্ত্রী আবদুল মোমেন। এসডিজির বাস্তবায়ন, বিশেষ করে কোভিড-১৯ এর মধ্যে এসডিজি বাস্তবায়নের ক্ষেত্রে তহবিল ঘাটতির বিষয়ে উদ্বেগ প্রকাশ করেন পররাষ্ট্রমন্ত্রী। প্রস্তাবিত উচ্চ পর্যায়ের ইভেন্টটির আয়োজন করা হলে তা এসডিজি’র বাস্তবায়ন অগ্রগতি পর্যালোচনা করা এবং তহবিল ঘাটতি মোকাবিলায় ফলপ্রসু ভূমিকা রাখবে মর্মে উল্লেখ করেন পররাষ্ট্রমন্ত্রী। এছাড়া সাউথ-সাউথ কোঅপারেশন (এসএসসি) এর আওতায় মন্ত্রী পর্যায়ের উক্ত ফোরাম এসএসসি’র বিষয়ভিত্তিক আলোচনাকে আরও এগিয়ে নিতে একটি চমৎকার প্লাটফর্ম তৈরি করবে মর্মে মন্তব্য করেন তিনি। সাধারণ পরিষদের সভাপতি পররাষ্ট্রমন্ত্রীর প্রস্তাব দুটিকে স্বাগত জানান।
প্রধানমন্ত্রী শেখ হাসিনার দূরদর্শী নেতৃত্বে কোভিড-এর মধ্যেও বাংলাদেশের জিডিপির উচ্চ প্রবৃদ্ধি ঘটেছে মর্মে উল্লেখ করেন পররাষ্ট্রমন্ত্রী। এছাড়া তিনি কোভিড মোকাবিলায় বাংলাদেশ সরকারের সাফল্যের কথা তুলে ধরেন। সাধারণ পরিষদের সভাপতি জিডিপি’র প্রবৃদ্ধি, কোভিড মোকাবিলাসহ বাংলাদেশের অসামান্য অগ্রগতির ভূয়সী প্রশংসা করেন।
রোহিঙ্গা সঙ্কট বিষয়ক আলোচনাকালে রোহিঙ্গা শিশুদের নিজ ভাষায় শিক্ষাদান, রোহিঙ্গা ক্যাম্পে কোভিড ব্যবস্থাপনা ইত্যাদি ক্ষেত্রে বাংলাদেশ সরকার যে সকল পদক্ষেপ বাস্তবায়ন করেছে তা তুলে ধরেন পররাষ্ট্রমন্ত্রী। এখন পর্যন্ত কোনো রোহিঙ্গা নিজ ভূমি মিয়ানমারে ফেরত যায়নি মর্মে উদ্বেগ প্রকাশ করেন পররাষ্ট্রমন্ত্রী। সাধারণ পরিষদের সভাপতি রোহিঙ্গাদের আশ্রয় ও মানবিক সহায়তা প্রদানে বাংলাদেশের ভূমিকার উচ্চ প্রশংসা করেন। এ সংকট কোনভাবেই গ্রহণযোগ্য নয় মর্মে মন্তব্য করেন সাধারণ পরিষদ সভাপতি।
পররাষ্ট্রমন্ত্রী জলবায়ু পরিবর্তনের প্রভাব মোকাবিলা অর্থাৎ এর প্রশমন ও অভিযোজনের জন্য আরও তহবিলের গুরুত্বের কথা তুলে ধরেন। এ ক্ষেত্রে প্রতি বছর ১০০ বিলিয়ন মার্কিন ডলারের তহবিল প্রদানের যে প্রতিশ্রুতি রয়েছে তা শীঘ্রই বাস্তবায়নের উপর জোর দেন পররাষ্ট্রমন্ত্রী। সাধারণ পরিষদের সভাপতি বিষয়টির প্রতি তাঁর সমর্থন ব্যক্ত করেন।
সুবিধাজনক যে কোনো সময়ে সাধারণ পরিষদের সভাপতিকে বাংলাদেশ সফরের আমন্ত্রণ জানান পররাষ্ট্রমন্ত্রী।

জাতিসংঘের পিস অপারেশন বিভাগের আন্ডার সেক্রেটারি জেনারেল জ্যঁ পিয়েরে ল্যাক্রুয়া (Jean-Pierre Lacroix) এর সাথে বৈঠককালে পররাষ্ট্রমন্ত্রী বলেন, বাংলাদেশ জাতিসংঘের পিস অপারেশনে সবসময়ই অগ্রণী ভূমিকা পালন করে আসছে এবং তা অব্যাহত থাকবে। জাতিসংঘ শান্তিরক্ষা কার্যক্রমে বাংলাদেশ ভবিষ্যতে কুইক রিঅ্যাকশন ফোর্স (কিউআরএফ), বেজ্ ডিফেন্স কন্টিনজেন্ট, পদাতিক কন্টিনজেন্ট এবং পুলিশ কন্টিনজেন্ট পদায়নের জন্য প্রস্তুত রয়েছে মর্মে জানান তিনি। এছাড়া পররাষ্ট্রমন্ত্রী জাতিসংঘ শান্তিরক্ষা কার্যক্রমের নেতৃস্থানীয় পর্যায়ে বাংলাদেশ হতে সামরিক ও বেসামরিক উর্ধ্বতন কর্মকর্তা বিশেষ করে ফোর্স কমান্ডার নিয়োগের জন্যও আহ্বান জানান এবং নারী শান্তিরক্ষীদের সংখ্যা বৃদ্ধির জন্য বাংলাদেশের প্রতিশ্রুতির কথা পুর্নব্যক্ত করেন। সংঘাতপূর্ণ দেশসমূহে টেকসই শান্তি বিনির্মাণে বাংলাদেশের দক্ষতা, অভিজ্ঞতা ও উত্তম অনুশীলন কাজে লাগানোর অনুরোধ জানান পররাষ্ট্রমন্ত্রী। বাংলাদেশে অনুষ্ঠিতব্য নারী, শান্তি ও নিরাপত্তা বিষয়ক আন্তর্জাতিক সেমিনার এবং শান্তিরক্ষী প্রশিক্ষণ কেন্দ্রসমূহের ইন্টারন্যাশনাল অ্যাসোসিয়েশনের -এর ২৬তম বার্ষিক কনফারেন্স-এ অংশগ্রহণের জন্য আন্ডার সেক্রেটারি জেনারেল ল্যাক্রুয়াকে আমন্ত্রণ জানান পররাষ্ট্রমন্ত্রী ড. এ. কে. আব্দুল মোমেন।
আন্ডার সেক্রেটারি জেনারেল ল্যাক্রুয়া বাংলাদেশী শান্তিরক্ষীদের কর্তব্যপরায়নতা, দায়িত্বশীলতা ও পেশাগত দক্ষতার ভূয়সী প্রসংশা করেন। সাম্প্রতিক সময়ে বাংলাদেশ হতে সুদানের আবেইতে পদাতিক ব্যাটালিয়ন প্রেরণ, মালিতে আমর্ড্ হেলিকপ্টার এবং কুইক রিঅ্যাকশন ফোর্স কন্টিনজেন্ট মোতায়েন, মধ্য আফ্রিকায় হাতপাতাল ইউনিট প্রেরণ এবং কঙ্গোতে এক্সপ্লোসিভ অর্ডিনেন্স ডিস্পোজাল (ইওডি) কন্টিনজেন্ট মোতায়েনের জন্য বাংলাদেশকে ধন্যবাদ জানান তিনি। ভবিষ্যতে আরো অধিক নারী শান্তিরক্ষী মোতায়েনসহ জাতিসংঘের সার্বিক শান্তিরক্ষা কার্যক্রমে বাংলাদেশ অব্যাহতভাবে অবদান রেখে যাবে মর্মে প্রত্যাশা ব্যক্ত করেন আন্ডার সেক্রেটারি জেনারেল ল্যাক্রুয়া।
