The historical quote of the greatest Bengali of all time, The Father of the Nation Bangabandhu Sheikh Mujibur Rahman, “Friendship to all, malice towards none,” which is also the foreign policy dictum of Bangladesh, was incorporated in the 14th paragraph of the UNGA resolution entitled “International Year of Dialogue as a Guarantee of Peace, 2023”. In the global context of the post-Covid world order and the Russia-Ukraine war, this resolution was introduced by Turkmenistan at the UNGA plenary. It was adopted unanimously, today.
The historical quote of Bangabandhu, one of the advocates of world humanity and peace, was included in the UN resolution for the first time. Bangabandhu’s quote is inserted in the 14th paragraph of the resolution as follows:
“Recognizing the importance of combating poverty, hunger, disease, illiteracy, and unemployment, and emphasizing that friendship to all and malice towards none, in the spirit of constructive cooperation, dialogue, and mutual understanding, will help to achieve these objectives.”
This text was developed based on his maiden speech at the UNGA on 25th September 1974, where Bangabandhu emphasized the need for establishing the World Peace.
Under the guidance of the Permanent Representative of Bangladesh to the UN, Ambassador Muhammad Abdul Muhith, Bangladesh Mission worked intensively in the preparation of the resolution. Deputy Permanent Representative Dr. Monwar Hossain actively participated in the negotiation and was able to insert the historic quote of the Father of the Nation in this resolution, aimed at advancing the world peace.
The resolution was cosponsored by 70 countries, including Bangladesh and other South Asian Nations.

আজ জাতিসংঘ সাধারণ পরিষদে গৃহীত “ইন্টারন্যাশনাল ইয়ার অব ডায়ালগ অ্যাজ এ গ্যারান্টি অব পিস, ২০২৩”(International Year of Dialogue as a Guarantee of peace, 2023) শীর্ষক রেজুলেশনের ১৪তম প্যারায় সন্নিবেশন করা হলো সর্বকালের সর্বশ্রেষ্ঠ বাঙালি, জাতির পিতা বঙ্গবন্ধু শেখ মুজিবুর রহমানের ঐতিহাসিক ও মহান উক্তি “সকলের সাথে বন্ধুত্ব, কারো সাথে বৈরিতা নয়”(Friendship to all, malice towards none), যা বাংলাদেশের পররাষ্ট্র নীতির মূল ভিত্তি। কোভিড পরবর্তী বিশ্ব ব্যবস্থা এবং রাশিয়া-ইউক্রেন যুদ্ধের বৈশ্বিক প্রেক্ষাপটে সাধারন পরিষদের প্লেনারিতে রেজুলেশনটি উত্থাপন করে তুর্কমেনিস্তান । এটি সর্বসম্মতিক্রমে গৃহীত হয় ।
বিশ্বমানবতা ও বিশ্বশান্তির অন্যতম প্রবক্তা বঙ্গবন্ধুর ঐতিহাসিক উক্তিটি এবারই প্রথমবারের মতো জাতিসংঘ রেজুলেশনে সন্নিবেশিত হলো। রেজুলেশনটির ১৪তম প্যারাতে বঙ্গবন্ধুর উক্তিটি যেভাবে সন্নিবেশিত হয়েছে,তা নিম্নরূপ:
“দারিদ্র্য, ক্ষুধা, রোগ, নিরক্ষরতা এবং বেকারত্বের বিরুদ্ধে লড়াইয়ের গুরুত্ব স্বীকার করে এবং গঠনমূলক সহযোগিতা, সংলাপ এবং পারস্পরিক বোঝাপড়ার চেতনায় সকলের সাথে বন্ধুত্ব এবং কারও প্রতি বিদ্বেষ নয় মর্মে জোর দেওয়া হলে তা এই উদ্দেশ্যগুলি অর্জনে সহায়তা করবে, (Recognizing the importance of combating poverty, hunger, disease, illiteracy and unemployment, and emphasizing that friendship to all and malice towards none, in the spirit of constructive cooperation, dialogue and mutual understanding, will help to achieve these objectives,)” উল্লেখ্য ১৯৭৪ সালের ২৫ সেপ্টেম্বর জাতিসংঘ সাধারণ পরিষদে ভাষণদানকালে জাতির পিতা যে বিষয়গুলোর উপর জোর দিয়ে বিশ্ব শান্তি প্রতিষ্ঠার কথা বলেছিলেন, সেগুলোর ধারণামূলক ভিত্তি হতে এই অনুচ্ছেদটির প্রস্তাবনা তৈরি করা হয়।
জাতিসংঘে নিযুক্ত বাংলাদেশের স্থায়ী প্রতিনিধি রাষ্ট্রদূত মুহাম্মদ আব্দুল মুহিত এর দিক নির্দেশনায় মিশনের কূটনীতিক ড. মোঃ মনোয়ার হোসেন রেজুলেশনটির প্রস্তুতিপর্ব থেকে শুরু করে চূড়ান্তপর্ব পর্যন্ত নিবিড়ভাবে কাজ করেন। ফলে বিশ্বশান্তিকে এগিয়ে নেওয়ার প্রচেষ্টায় গৃহীত এই রেজুলেশনটিতে জাতির পিতার ঐতিহাসিক উক্তিটি অন্তর্ভূক্ত করা সম্ভব হয়।
রেজুলেশনটিতে বাংলাদেশসহ দক্ষিণ এশিয়ার সকল দেশ কো-স্পন্সর করে। সর্বমোট কো-স্পন্সর করে ৭০টি দেশ।
