Today Foreign Minister Dr. A.K. Abdul Momen M.P. attended an Ambassadorial-level meeting at the Permanent Mission of Bangladesh to the UN in New York. The Meeting was participated by a select group of Permanent Representatives from Argentina, China, Cuba, Egypt, Indonesia, Kenya, Malaysia, Maldives, Malawi, Morocco, Nepal, Philippines, Rwanda, Singapore, South Africa, Solomon Islands, Thailand, the United Arab Emirates, Uzbekistan and Viet Nam.
While addressing the meeting as the chief guest, Foreign Minister reiterated his proposal to create a Ministerial Forum on South-South Cooperation made at the BAPA+40 Conference, held in Argentina in March 2019. He further explained that at that moment as there is no dedicated ministerial platform under the auspices of South-South Cooperation, it is a high time to establish a forum comprising the Foreign and Finance or Development Cooperation Ministers of the Global South for them to regularly meet and exchange views on critical issues, discuss opportunities and challenges, explore potentials, articulate likely solutions and share lessons learned on shared priorities and concerns of the global south . “I have received very encouraging supports on my proposal from the President of the General Assembly, UN Secretary-General and a number of Ministers from the Global South”-he further added. Foreign Minister also expressed readiness to volunteer in hosting the first meeting of such Ministerial Forum at a convenient time this year in Bangladesh to start off the process.
Referring to the critical role played by South-South Cooperation for achieving the 2030 Agenda for Sustainable Development and other internationally agreed development commitments, the participating member states in the meeting expressed their deep gratitude to the leadership of Bangladesh for the proposal of the establishment of a Ministerial forum. In brief deliberations during the meeting Cuba, Kenya, Egypt, Rwanda, and Morocco voiced their commitment and whole-hearted support to work closely with Bangladesh in the establishment of the Forum very soon. The representatives of Singapore, South Africa and Nepal constructively engaged themselves in the discussion. The participants considered the proposal as a stepping stone in exploiting the untapped opportunities in the South-South Cooperation on multiple areas of interests including trade, finance, investment and knowledge sharing.
Permanent Representative of Bangladesh to the UN in New York moderated the meeting and delivered his welcome remarks. A representative from the UN Office for South-South Cooperation was also present at the Meeting.

আজ নিউইয়র্কস্থ জাতিসংঘে বাংলাদেশের স্থায়ী মিশনে ‘সাউথ সাউথ কো-অপারেশনকে আরো দৃঢ়তর করার প্রত্যয়ে একটি নতুন মন্ত্রী পর্যায়ের ফোরাম প্রতিষ্ঠার প্রস্তাব’ বিষয়ে আয়োজিত একটি উচ্চ পর্যায়ের বৈঠকের আলোচনায় যোগদেন পররাষ্ট্রমন্ত্রী ড. এ. কে. আব্দুল মোমেন এম.পি। এ বৈঠকে আর্জেন্টিনা, চীন, কিউবা, মিশর, ইন্দোনেশিয়া, কেনিয়া, মালয়েশিয়া, মালদ্বীপ, মালাউই, মরক্কো, নেপাল, ফিলিপাইন, রুয়ান্ডা, সিঙ্গাপুর, দক্ষিণ আফ্রিকা, সলোমন দীপপুঞ্জ, থাইল্যান্ড, উজবেকিস্তান, ভিয়েতনাম এবং সংযুক্ত আরব আমিরাত-এর স্থায়ী প্রতিনিধি ও রাষ্ট্রদূত পর্যায়ের প্রতিনিধিরা অংশগ্রহণ করেন।
প্রধান অতিথির বক্তব্যে পররাষ্ট্রমন্ত্রী ড. মোমেন এই ফোরাম প্রতিষ্ঠার বিষয়ে তার প্রস্তাব পুনর্ব্যক্ত করে বলেন যে, এই মুহুর্তে সাউথ সাউথ কো-অপারেশনে মন্ত্রী পর্যায়ের কোন প্ল্যাটফর্ম নেই। তাই তিনি ২০১৯ সালের মার্চে আর্জেন্টিনায় অনুষ্ঠিত BAPA+40 সম্মেলনে গ্লোবাল সাউথের পররাষ্ট্র/অর্থ/উন্নয়ন সহযোগিতা বিষয়ক মন্ত্রীদের সমন্বয়ে একটি উচ্চ পর্যায়ের ফোরাম প্রতিষ্ঠার দৃঢ় প্রত্যয় ব্যক্ত করেছিলেন। তিনি বলেন, এ ফোরামের মাধ্যমে নিয়মিতভাবে গ্লোবাল সাউথের সদস্য রাষ্ট্রসমূহ তাদের স্বার্থ-সংশ্লিষ্ট বিভিন্ন বিষয়ে মতবিনিময় করার সুযোগ পাবে। তিনি আরো বলেন, “আমি জাতিসংঘ সাধারণ পরিষদের সভাপতি, জাতিসংঘের মহাসচিব এবং গ্লোবাল সাউথের বেশ কয়েকজন মন্ত্রীর কাছ থেকে এ প্রস্তাবে খুবই আশাব্যঞ্জক সমর্থন পেয়েছি”। এছাড়া এ ফোরাম প্রতিষ্ঠার প্রস্তাব ত্বরান্তিত করার জন্য এ বছরের যে কোনো সুবিধাজনক সময়ে বাংলাদেশে এই ফোরামের প্রথম মন্ত্রী পর্যায়ের বৈঠক আয়োজন করার সদিচ্ছাও ব্যক্ত করেন পররাষ্ট্রমন্ত্রী।
বৈঠকে অংশগ্রহণকারী দেশগুলি টেকসই উন্নয়নের জন্য ২০৩০ সালের এজেন্ডা এবং অন্যান্য আন্তর্জাতিকভাবে সম্মত উন্নয়ন প্রতিশ্রুতি অর্জনে সাউথ সাউথ কো-অপারেশনের গুরুত্বপূর্ণ ভূমিকার কথা উল্লেখ করেন। তারা এইগুরুত্বপূর্ণ প্রস্তাব আনয়নের জন্য বাংলাদেশের নেতৃত্বের প্রতি গভীর কৃতজ্ঞতা প্রকাশ করেন। কিউবা, কেনিয়া, মিশর, রুয়ান্ডা এবং মরক্কো-এর প্রতিনিধিরা এই ফোরাম প্রতিষ্ঠার প্রস্তাবের প্রতি অকুন্ঠ সমর্থনের কথা উল্লেখ করে বাংলাদেশের সাথে ঘনিষ্ঠভাবে কাজ করার প্রতিশ্রুতি ব্যক্ত করেন। এছাড়াও এ বিষয়ে সিঙ্গাপুর, দক্ষিণ আফ্রিকা ও নেপালের প্রতিনিধিরা গঠনমূলক বক্তব্য রাখেন। বক্তারা প্রস্তাবটিকে বাণিজ্য, অর্থ, বিনিয়োগ, জ্ঞান ভাগাভাগি সহ সাউথ সাউথ কো-অপারেশন এর অব্যবহৃত সুযোগ কাজে লাগানোর একটি গুরুত্বপূর্ণ ধাপ হিসাবে বিবেচনা করছে।
জাতিসংঘে নিযুক্ত বাংলাদেশের স্থায়ী প্রতিনিধি ও রাষ্ট্রদূত জনাব মোহাম্মদ আব্দুল মুহিত বৈঠকটি পরিচালনা করেন এবং এতে তিনি স্বাগত বক্তব্য রাখেন। সাউথ-সাউথ কো-অপারেশনের জাতিসংঘ অফিসের একজন প্রতিনিধিও বৈঠকে উপস্থিত ছিলেন।
