Let us build together an inclusive world for persons with autism: Foreign Secretary Masud Bin Momen at the UN

“We reaffirm our commitment to ensuring that 75 million people in the world who live with autism can make the most of their talents and participate fully in our societies. I urge all to work together to come up with innovative solutions to better integrate individuals with disabilities into the community and leave no one behind”- Foreign Secretary Masud Bin Momen made this call while speaking today at a high-level event titled “World Autism Awareness Day 2023: Inclusion for health through the life course” which was jointly organized by the Permanent Mission of Bangladesh, Qatar, World Health Organization and UNICEF at the United Nations Headquarters. Ambassador Alya Ahmed Saif Al-Thani, Permanent Representative of Qatar and Ambassador Muhammad A Muhith, Permanent Representative of Bangladesh delivered the welcome remarks.

In his keynote speech, Foreign Secretary Momen said that Bangladesh has seen tremendous increase in awareness on autism in the past decade, thanks to Saima Wazed, Chairperson of Bangladesh National Advisory Committee on Autism and Neurodevelopmental Disorders, who was the inspiration behind these efforts. He highlighted the various initiatives of the Government of Bangladesh which includes, among others, enactment of Rights and Protection of Persons with Disabilities Act 2013; Neuro-development Trust Act 2013; establishment of more than 100 Autism and Neurodevelopmental Disorder centers and introduction of capacity building trainings for caregivers. “Simultaneously, with our national efforts, we had been advocating the issue at the UN, including through adopting UNGA resolution, and co-hosting the “World Autism Awareness Day” every year since its launching in 2007. We also made specific commitments in the Second Global Disability Summit 2022 to address the challenges Autistic persons face while receiving education and healthcare”, he further added.

In his welcome remarks, Permanent Representative of Bangladesh Muhammad A Muhith referred to various challenges that children with developmental disabilities face in accessing healthcare services, education and opportunities for social participation and underscored the importance of introduction of early interventions, Inclusive education, creative expressions, artificial intelligence enabled personalized assistive technology to better integrate individuals with disabilities into the community and leave no one behind.

Moderated by Mr Werner Obermeyer, Director, WHO, the event was attended by a significant number of Permanent Representatives, UN high officials, civil society representatives and media personalities.

In addition to that Foreign Secretary Momen had bilateral meetings with Under Secretary General for Political and Peacebuilding Affairs Rosemary A. Dicarlo, Executive Director of the UN Women Sima Sami Bahous, and Mohamed Khaled Khiari, Assistant Secretary-General, Department of Political Affairs. He also had a bilateral meeting with the Head of the Delegation of the European Union to the United Nations Björn Olof Skoog. During these meetings, Foreign Secretary briefed them about the developments concerning upcoming general election of Bangladesh, current situations in the Rohingya camps and Bangladesh’s partnership with the UN in various socio-economic sector. Foreign Secretary sought the support of the UN in the early repatriation of the Rohingyas to their homeland Myanmar in a voluntary, safe and dignified manner. The counterparts assured the Foreign Secretary of their understanding and commitment for continued partnership with Bangladesh.

“বিশ্বে ৭৫ মিলিয়নের অধিক মানুষ অটিজমে আক্রান্ত। এই বিশেষ চাহিদা সম্পন্ন ব্যক্তিরা যাতে তাদের সুপ্ত প্রতিভাকে সর্বাধিক কাজে লাগাতে পারে এবং আমাদের সমাজের বিভিন্ন উন্নয়নমূলক কর্মকাণ্ডে স্বতঃস্ফূর্তভাবে অংশগ্রহণ করতে পারে, সে জন্য সম্মিলিতিভাবে কাজ করে যাবার নিমিত্ব আজ আমরা আমাদের অঙ্গীকার পুনর্ব্যক্ত করছি। এ লক্ষ্যে আমি সকলকে বিভিন্ন উদ্ভাবনী সমাধান নিয়ে আসার জন্য একসাথে কাজ করার আহ্বান জানাই”-আজ বাংলাদেশ, কাতার, বিশ্ব স্বাস্থ্য সংস্থা এবং ইউনিসেফের যৌথ উদ্যোগে জাতিসংঘ সদর দপ্তরে আয়োজিত “বিশ্ব অটিজম সচেতনতা দিবস ২০২৩: জীবনব্যাপী অন্তর্ভুক্তিমূলক স্বাস্থ্যব্যবস্থা”-শীর্ষক একটি উচ্চ-পর্যায়ের সভায় মূলবক্তব্য প্রদানকালে এমন আহ্বান জানান পররাষ্ট্র সচিব মাসুদ বিন মোমেন। এতে স্বাগত বক্তব্য রাখেন কাতারের স্থায়ী প্রতিনিধি রাষ্ট্রদূত আলেয়া আহমেদ সাইফ আল-থানি এবং বাংলাদেশের স্থায়ী প্রতিনিধি রাষ্ট্রদূত মোহাম্মাদ আব্দুল মুহিত।

পররাষ্ট্র সচিব মোমেন বলেন যে, বাংলাদেশে গত এক দশকে অটিজম বিষয়ে সচেতনতা ব্যাপকভাবে বৃদ্ধি পেয়েছে। এ জন্য আমি বিশেষ ধন্যবাদ জ্ঞাপন করছি অটিজম ও স্নায়ু বিকাশজনিত সমস্যা বিষয়ক জাতীয় উপদেষ্টা কমিটির চেয়ারপারসন সায়মা ওয়াজেদকে, যিনি এই প্রচেষ্টার পেছনে মুখ্য ভূমিকা পালন করেছেন। এ প্রসঙ্গে পররাষ্ট্র সচিব বাংলাদেশ সরকারের বিভিন্ন মহতি উদ্যোগের কথা তুলে ধরেন যার মধ্যে রয়েছে প্রতিবন্ধী ব্যক্তির অধিকার ও সুরক্ষা আইন ২০১৩ ও নিউরো-ডেভেলপমেন্ট প্রতিবন্ধী সুরক্ষা ট্রাস্ট আইন ২০১৩ প্রণয়ন ; সারা দেশজুড়ে ১০০ টিরও বেশি অটিজম এবং নিউরোডেভেলপমেন্টাল ডিসঅর্ডার কেন্দ্র স্থাপন এবং এসকল কেন্দ্রে কর্মরত কর্মীদের সক্ষমতা বৃদ্ধির লক্ষ্যে প্রশিক্ষণ প্রদান। তিনি আরো বলেন, আমাদের জাতীয় প্রচেষ্টার পাশাপাশি আমরা জাতিসংঘেও বিষয়টি নিয়ে কাজ করছি। সাধারণ পরিষদে এ সংক্রান্ত রেজুল্যুশন গ্রহণে আমরা গভীরভাবে কাজ করেছি। ২০০৭ সাল থেকে প্রতি বছর “বিশ্ব অটিজম সচেতনতা দিবস” উদযাপনে আমরা অন্যান্য দেশের সাথে অন্যতম সহ-পৃষ্ঠপোষক হিসেবে কাজ করে থাকি। শিক্ষা ও স্বাস্থ্যসেবা গ্রহণের সময় প্রতিবন্ধি ব্যক্তিরা যে চ্যালেঞ্জগুলির মুখোমুখি হয় তা মোকাবেলার জন্য দ্বিতীয় গ্লোবাল ডিসএবিলিটি সামিট ২০২২ এর সময় আমরা আমাদের সুনির্দিষ্ট প্রতিশ্রুতি ব্যক্ত করেছি।

স্বাগত বক্তব্যে বাংলাদেশের স্থায়ী প্রতিনিধি ও রাষ্ট্রদূত মোহাম্মদ মুহিত প্রতিবন্ধী শিশুরা স্বাস্থ্যসেবা, শিক্ষা এবং বিভিন্ন উন্নয়নমূলক কর্মসূচিতে অংশগ্রহণের ক্ষেত্রে যে বিভিন্ন চ্যালেঞ্জের সম্মুখীন হন তার কথা উল্লেখ করেন এবং এসকল সমস্যা সমাধানে আশু হস্তক্ষেপ (Early Intervention), অন্তর্ভুক্তিমূলক শিক্ষা, সৃজনশীল অভিব্যক্তি, কৃত্রিম বুদ্ধিমত্তার যথাযথ ব্যবহারের ওপর গুরুত্বারোপ করেন।

বিশ্ব স্বাস্থ্য সংস্থার নিউইয়রক অফিসের পরিচালক মিঃ ওয়ার্নার ওবারমেয়ার অনুষ্ঠানটি সঞ্চালনা করেন এবং এতে বিভিন্ন দেশের উল্লেখযোগ্য সংখ্যক রাষ্ট্রদূত ও স্থায়ী প্রতিনিধি, অন্যান্য পর্যায়ের কূটনীতিকবৃন্দ, জাতিসংঘের উচ্চপদস্থ কর্মকর্তা, সুশীল সমাজের প্রতিনিধি এবং মিডিয়া ব্যক্তিত্বরা উপস্থিত ছিলেন।

এ ছাড়াও পররাষ্ট্র সচিব মোমেন জাতিসংঘের রাজনৈতিক ও শান্তি বিনির্মাণ বিষ আন্ডার সেক্রেটারি জেনারেল রোজমেরি এ ডিকার্লো, ইউএন উইমেন-এর নির্বাহী পরিচালক সিমা সামি বাহাউস এবং রাজনীতি বিষয়ক বিভাগের অ্যাসিস্ট্যান্ট সেক্রেটারি জেনারেল মোহাম্মদ খালেদ খিয়ারি। এছাড়া তিনি জাতিসংঘে ইউরোপীয় ইউনিয়নের প্রতিনিধি দল নেতা বিজন উলফ কু-এর সাথেও দ্বিপাক্ষিক বৈঠক করেন। এসব বৈঠকে পররাষ্ট্র সচিব তাদেরকে বাংলাদেশের আসন্ন সাধারণ নির্বাচন, রোহিঙ্গা ক্যাম্পের বর্তমান পরিস্থিতি এবং বিভিন্ন আর্থ-সামাজিক উন্নয়ন ইস্যুতে জাতিসংঘের সঙ্গে বাংলাদেশের অংশীদারিত্বের বিষয়ে অবহিত করেন। পররাষ্ট্র সচিব রোহিঙ্গাদেরকে স্বেচ্ছায়, নিরাপদ ও মর্যাদাপূর্ণভাবে তাদের মাতৃভূমি মিয়ানমারে দ্রুত প্রত্যাবাসনে জাতিসংঘের সহায়তা কামনা করেন। বিনিময়ে সকলেই পররাষ্ট্র সচিবকে বাংলাদেশের সাথে এসকল বিষয়ে আগামি দিনগুলোতে একসাথে কাজ করার আশ্বাস প্রদান করেন।
